BlueCHP was established by five large community housing organisations in New South Wales in 2008 • BlueCHP supports the aims of Members by developing and acquiring housing opportunities for them to manage.
Members • Argyle Community Housing Limited • Hume Community Housing Assoc Co Ltd • Southern Cross Community Housing Ltd • Wentworth Community Housing • Women’s Housing Company • 8,000 properties under management
Purpose • BlueCHP was established to take advantage of the significant changes taking place in the Affordable Housing sector • Our aim is to innovatively grow the supply of housing for the members.
What BlueCHP does • BlueCHP focuses on increasing the supply of high quality housing through property development, procurement and property management activity.
BlueCHP actively seeks strong relationships with property institutions, lenders, government, investors and other community organisations to reach our goals.
BlueCHP seeks to bring our expertise into a rapidly changing sector to assist in minimising risk and to add value through collaboration, advice and knowledge transfer.

Advantages of the consortium model • Access to an increased pool of knowledge and experience • Member organisations are able to take advantage property development opportunities with out the associated risk • Group purchasing • Joint ventures e.g. Call Centre, HR & Payroll service, IT
Disadvantages • Need to have a robust members agreement with very clear mission, vision & objectives to cope with change in members boards and senior staff
A housing model based on Amalgamation • The drivers for amalgamations in NSW: • Accreditation • Growth • Registration
Amalgamation issues • Examine the trends and current state of growth opportunities and constraints in the areas serviced, by including an analysis of local housing needs and service delivery gaps, the funding environment, the regulation /compliance environment, local sector growth opportunities, local community expectations, and competition.
Amalgamation process • Consider the strengths and weakness of the merging providers, including operating philosophy and culture ,viability, geographical area serviced, performance and value added to the social housing system;
Amalgamation • Propose and evaluate the feasibility of operational models for the merged providers across the areas serviced. • Feasibility of the merger to be considered in the context of best fit to meet the supply and demand aspects of the local housing system
Amalgamation • The benchmarks: • Improved service to tenants and the communities were our tenants live • Long term financial viability under the current funding programs; • Improved capacity to work with high needs clients and address service delivery gaps;
Amalgamation • Capacity to build on current strengths; • Greater capacity to realise opportunities for specialisation and/or diversifying business; • Improved economies of scale and better value for money;
Amalgamation • No loss in community confidence and profile; • Increased capacity to work with other providers including state housing authorities.
Is Big Always Beautiful? • No; but by being big: • economies of scale can be achieved. • There is greater capacity to provide housing plus services for tenants & their community • Increased development opportunities
The future of small providers, survival or extinction? • Depends on your motivation and definition of what is small! • Staying small to protect the status quo will fail on viability • Staying small as a well funded specialist provider has challenging possibilities.
