Market strategy • Some elements for the future : • The price between the GNSS part and the DSRC part is now very different in range of magnitude (400 € versus 20 €) • The Directive does not prevent operators to offer to their clients OBUs corresponding to their needs • CEN DSRC only • CEN DSRC + TELEPASS • GNSS + DSRC Commission EuropéenneDirection Générale de l’Énergie et des Transports
Market strategy • Clients request that these should be used for all onboard applications which require the same technologies • Tolling • Freight and fleet management • Management of dangerous goods • Routing • … • Some trucks are already equipped with fleet and freight management terminals containing GPS and GPRS Commission EuropéenneDirection Générale de l’Énergie et des Transports
Market strategy • Therefore, the OBU designed for EFC should also be open to other applications • And OBUS used for Freight and Fleet Management should be open to tolling applications • Integration of functions is the key to an unexpensive EFC OBU Commission EuropéenneDirection Générale de l’Énergie et des Transports
Market strategy • However, all OBUS used for EFC must be certified for the needs of EFC operators, including all security mechanisms • Integration of functions will lead to integration of the onboard unit in the vehicle by manufacturers, when they construct and deliver the truck or coach • This paves the way to other ITS services (emergency call, management of dangerous goods…) Commission EuropéenneDirection Générale de l’Énergie et des Transports
CESARE III • Projet between ASECAP (PT – AT - DK - ES – FR – IT – NO – SLO - EL – HR – HU) and the Stockholm group (UK – NL – DE – SV – FI – CH – SLO) • Follow-up of CESARE I and II • Cesare II has provided important results for cooperation between road concessionnaires levying tolls • Results applied in PISTA inside ES and between ES and FR • CESARE III aims to adapt CESARE II to the needs of the Stockholm group organizations Commission EuropéenneDirection Générale de l’Énergie et des Transports

Work Program • 4. Exception handling • VERA 2 leads to : • new EC draft Directive • Because no MS has started to implement the Council Decision of 8/5/03 • eNFORCE network : deployment of a first version with AT – ES – FR – NL under preparation (VERA 3) • Certification procedures for the equipment • But VERA 2 might be more efficient for criminal offences than for civil ones like EFC • Therefore, MS should do their best to fight fraud on their own territory Commission EuropéenneDirection Générale de l’Énergie et des Transports
