What is ERF? • Funding mechanism for NGOs, UN and IO; • To respond to short-term humanitarian needs; • To mainly address unforeseen disasters/emergencies, but also fill in funding gaps under humanitarian response plan.
The Management • OCHA manages ERF on behalf of the HC • The Advisory Board provides strategic direction and policy issues. (3 UN agencies, 3 donors and 3 NGOs) • The Clusters provide technical input and advise OCHA for further proposal process to Review Board. • The Review Board reviews proposals and provide recommendations to HC. (3 UN agencies, 3 NGOs and 1 TGG/GTF)
The Projects • Funding limit: $50,000-$250,000 • Short-term (max. 6 months) humanitarian activities • DO NOT target chronic social problems or long-term development needs • Proposal should be consulted with relevant cluster before submission to ERF Secretariat (erfpak@un.org)
ERF in Pakistan • Starting operation in August 2011 • Funded 136 projects in 7 regions and provinces • Total funds received: $ 38.6 million • Total funds allocated for projects: $36.6 million (58% natl NGO, 37% intl NGO, 5% UN/IO) Further Information: http://pakresponse.info/ERF.aspx
