Challenges with evolution of Industry 02 • Service companies to provide proof of their competent workforce to the operating companies Lack of participation in the energy sector by local contractorsdue to the many different HSE prequalification requirements in the industry Lack of basic HSE awareness of the contractors providing services to the PLEA member companies ISSUES • Develop a T&T competency assurance system for the sector, increase the capacity of the National Training Agency and support local service companies to become certified assessment centres Create a uniform HSE industry requirements to pre-qualify contractors & a system to certify contractors who meet the HSE requirements Implement a contractor safety passport system as evidence of successful completion of the required HSE training SOLUTION Technical Competency Development Safe To Work (STOW) PLEA Pass-Card

Advantages • Immediate training & assessment results • Results immediately stored on secure database housed by the Houston Area Safety Council • Immediate issue of PLEA Card with photo ID 03 What is the PLEA Pass-card? • All data easily retrieved using the PLEA card • Electronic gate check linked to the database to validate of individual’s certification • A Uniform requirement across the downstream energy industry sector for managing contractor workforce risk • A Computerbased training and assessment to ensure contractor employees have basic HSE knowledge to work safely at operating company facilities • Card cannot be issued unless the candidate is successfully assessed • Can be administered in any language (easier for foreign nationals to pass the assessment) • Processes more than 20,000 assessments annually Operational Model Barcode accesses individual record from secure server • Individual issued picture ID card, with barcode and course validity • Gate check to determine validity of certification before entering operating company facility Computer based Training and assessment
