Overview • Brief History • Current GIS • Major Works completed • New Systems developed • Challenges and Opportunities • Application of GIS • Future strategy
Brief History • 4 months establishment period in a series of 5 phases. • EPC MIS/GIS officially handed over on the 7th of March 2007 • PowerUserGIS implemented and used by various EPC staff • Asset capture completed for all of Samoa • PowerGIS and EPC vehicle tracker implemented Dec 2006 – Mar 2007 March 2007 • Feb 2008 • Jan 2009 • June-Sept 2010
Current EPC GIS Unit • 5 permanent Staff, 2 casual workers • 2 Vehicles • 3 PCs • 3 Trimble GeoXM GPS • 1 Server • 1 Base station
Major Works Completed • Asset Capture for all of Samoa completed. Includes all power poles, electric meters, transformers, lines and Generation assets • Complete Pole tagging of all power poles in Upolu • Development of 3 additional systems complete
Sample Asset Capture data Meters Poles
1. PowerUserGIS • Network deployed version of EPC MIS/GIS standalone system • Thick Client MapInfo/Mapbasic customised application • Access to local copy of EPC GIS data and updates from GIS-Server • For Heavy GIS users
PowerUserGIS System Diagram GIS-Server • Copies EPC_Assets update from GIS - Main GIS-Main GIS-Field Client Machine • Copies EPC_Assets update from GIS -Server • MapBasic SDK for PowerUserGIS app development • New app dev copied over to GIS-Server

3. EPC Vehicle Tracker • Vehicle tracking management system • Web based • GPSGateServer, Geoserver, MySQL • Local Intranet access
Applications GIS • Strategic design/planning work Planned shutdown meter identification (SAIDI,SIFI), Underground cabling, load flow analysis, power grid extensions/upgrade etc. • Operational work Asset location identification, debt recovery, reconnection/disconnection, Asset maintenance, New streetlight/meter connection, Vehicle management and dispatch etc.
Challenges and Opportunities • Keeping our GIS database up to date • Growing GIS functionality needs of EPC GIS users
Future Strategy • Web future of GIS • Decentralization of EPC GIS functions • Integration of GIS data into Billing system and SCADA • Data sharing with other GIS stakeholders
