Scottish Government Restructuring • New Permanent Secretary – Sir Peter Housden • Less staff – 25% smaller by 2014/15 • More integrated – part.Health and Social Care • “Flatter” structure • More flexible, responsive
Reshaping Care In response to demographic and funding pressures we need to: • Redesign services • Plan, commission and deliver more seamlessly • Integrate effectively across sectors • Keep people out of formal care systems for as long as possible
Change Fund • £70 million to be made available to local ‘Partnerships’ (Spending Review) – expected circa £300 million over 4 years • Bridging finance to lever improvement across the entirety of older people’s spend in health and social care • Partnership planning process – Health, Local Government, voluntary and independent sectors • Development of Local Change /Transformation Plans – end of Feb • 2011/12 development of joint commissioning strategies – to 2020
Where Telecare fits in • 10 year transformation plan for Scotland • Telecare’s potential to support independence, improve quality of life and realise savings • Continue to invest in telehealthcare – at Scottish, UK and EU level to help generate inward investment and position Scotland as a world leader in the telehealthcare field.
Telecare Action Plan for Scotland to 2012 • Action Plan published at end January • Provides strategic direction for partnerships • Deliberately complements Strategic Framework for Telehealth, with both running to same timeframes
Thelonger-term vision “to support as many people as possible to live at home for as long as they want to, in comfort and safety, with the best possible health and quality of life.”
Expanding Telecare as a mainstream service • Change Fund • Via local targets and Community Planning priorities • Using direct service user engagement – eg via Self-Directed Support • Exploring private market opportunities
Integrating Telecare Via: • Referral, Assessment and Care Management processes • Budget setting and financial planning • Asset management • Data integration • Join working with health – eg LTCs, Falls, medication management
Telecare Programme Board • Provide strategic leadership • Help develop service infrastructure • Pinpoint efficiencies • Identify and explore innovation • Review policy on Telecare – ensuring it adapts to changing environment and is fit for purpose • Develop more integrated working with Telehealth
EU Developments • European Innovation Partnerships (EIPs) • Active and Health ageing (eg adding+2yrs to average healthy EU lifespan) • Developing innovative products and services • Scottish telehealthcare response by end January 2011 as part of UK-wide submission, plus joint telehealth/telecare response from Scotland • Watch this space….
