DER Post-Flood Needs Assessment – OBJECTIVES (1) Identify theshort, medium and longer term NEEDS of the poor that were specifically caused by these floods, rather than on the damage or losses (2) Obtain detailed info onthe NEEDS in each sector, that enables agencies to plan, budget, & implement their relief/rehabilitation programmes (3) Report accurate, independently verified info to give a clear picture of new NEEDS created by these floods, on top of the pre-existing chronic needs of the poor
DER Post-Flood Needs Assessment – TEAMS • 8 assessment zones (A-H), 2-5 districts each • Each zone will have one inter-agency team • One member designated as focal point for each sector • Min. team size is 8; one member must be Dhaka-based • Each team to include at least one member from an agency with no programmes in that zone • Team leader from the convening agency for the zone; they should not have a specific sectoral responsibility
DER Post-Flood Needs Assessment – KEY POINTS • Team leader PLUS Dhaka-based team member to participate in central orientation; 1400 hrs Wed 1st Sep • Chairs of Sector Working Groups to brief them • Team leaders to orient/brief their teams & plan, at a central location in their zones, on Sun 5th Sep • Collect reports by Govt/NGOs, & extract relevant info • Interviews with key informants (DC, DRRO, UNO) • Focus Group Discussions at upazila level (a min. of 3 and a max. of 6 per district)
DER Post-Flood Needs Assessment – REPORTING • Teams are to produce an upazila-level report for each upazila they investigate (a min. of 3 / max. of 6 per district) – a format will be provided • Teams are to produce a district-level summary for each district in their zone, both quantitative & qualitative – a format will be provided • DER Secretariat will consolidate into sector-based reports & an overall report
