    2. 2 A new option – change the Registration process from Bottom Up to Top Down Bottom Up: The past model for registration has been to depend on the employee to identify their training needs, apply for courses, then have applications approved. This model essentially relies on the employee to initiate the process, and often the employee waits far into the Fiscal Year to apply for training, resulting in fewer class choices and higher travel costs. Top Down: A new option for FY07 is to identify employee training needs up front for Priority 1 employees, generate the necessary course applications at the Quota Manager level, approve the applications – all at the beginning of the Fiscal Year.

    3. 3 Procedure to Identify the Workforce and Prioritize Registration Identify Priority 1 employees using recently identified Workforce data and enter Certification data for all employees. Identify Certification needs for all Priority 1 employees (DAU Catalog, Appendix B). Determine employees completion of Certification needs (using ACQTAS Training History tool). Create a master list of reservations needed, by Course, for all Priority 1 employees within your Agency.

    10. 10 4th Estate - Priority System - Definitions Priority 1: Employees who occupy acquisition-coded positions for which the training is established as mandatory by DoD 5000.52M for certification or is assignment-specific. Priority 2: Employees occupying acquisition-coded positions that desire refresher training or need the training to become certified to the next higher level in their primary career field. Priority 3: Employees occupying acquisition-coded positions desiring certification in an acquisition functional area other than that required for their current position. Priority 4: Employees who occupy non-acquisition positions. Note: These definitions are tentative and have not received final approval.

    11. 11 4th Estate Internal CAP by Agency The DAU open seat policy opens the large majority of training seats to all Services - Army, Navy, Air Force, and 4th Estate - beginning on 01 May 2006. Each DoD Agency is encouraged to register all their Priority 1 employees for all DAU courses needed for Certification, as soon as possible, beginning 01 May 2006. Internal Course CAPs have been identified by Agency. You need to be aware of your Agency CAP for each course. Note: If necessary, the DoD DACM office will enforce an Agency Course CAP if the number of reservations made by any Agency exceeds the course CAP that was assigned to them.
