IV - PRESENTATION OF BIDS • Bidders can make their bids on the Internet • the system only accepts prices that are lower than the lowest initial proposal or the previous bid • the bidding stage may be concluded in two ways: 1. Randomly 2. Upon the reverse auctioneer's decision
