Conclusions/Prospects • DB agreed to the international deployment of the ICE 1 back in the days of the State-owned railway • Approvals in Austria and Switzerland requested by DB under cooperation agreements with the national authorities • Switzerland: Federal Transport Office (BAV) in Berne, • Austria: Federal Ministry for Transport, Innovation and Technology Additional investment required: Switzerland: • Fitting of additional pantographs, • Swiss train protection systems ZUB 121 and Integra Austria: • Adaptations to the lights in the train headlamps • Adjustments to the traction control system DB Systemtechnik, T.TZS 1 Panier

Conclusions/Prospects • IC 3M: • Netherlands: Mutual recognition of respective national approvals in 2000 • Belgium: Provisional approval for 3 kV obtained in December 2002 (application made to SNCB Infrastructure) Approval for 25 kV expected in December 2004 (application with the Belgian transport ministry) • France: Application made by SNCF as anticipated vehicle operator (for 25 kV network only) Work in progress since 2000, practical testing 2001-2004 Additional investment required: • Trains specially designed for specific services • Adaptations to the operating mechanism of the eddy-current brakes • Introduction in France will necessitate additional investment DB Systemtechnik, T.TZS 1 Panier

Conclusions/Prospects • Switzerland • All approvals were granted before the Directive on the Approval of Railway Vehicles was first published on 1.4.2002 • Switzerland accepted the test certificates and approval documents of the EBA when relevant • The execution of practical tests was performed directly with the manufacturers • Services are running satisfactorily for all train types and destinations • The Swiss railway administrations and authorities have so far provided effective support • Austria: • The approval of the ICE 1 was granted by the Federal Ministry on the basis of the documentation submitted • The requirements underwent repeated changes in relation to the documentation agreed at the outset • Rolling stock modifications were imposed by the ÖBB infrastructure administration • Otherwise services are running satisfactorily in operating terms DB Systemtechnik, T.TZS 1 Panier

Conclusions/Prospects • Belgium • SNCB was involved in the design of the trains • Approval requested by the manufacturer from SNCB in early 1997 • In 2001 the DB application was repeated and extended to the high speed line • In 2003 the application had to be made again, this time to the Transport Ministry • The applications were renewed on two further occasions in 2004 • In Belgium only applications from potential train operators (RUs) are accepted • Identifiable restrictions necessarily lead to a modified approval application • The approval was carried out separately for the 3 kV network (first granted in 2002) and the 25 kV line (expected end of 2004) • Services on the 3 kV line have been running since December 2002 Specific feature: • DB can only offer train services in Belgium if it has a corresponding commercial contract in place with SNCB. 4. Experience (3/3) • France • First discussions with SNCF as early as 1995 • The first clear signs of a genuine willingness to cooperate came in 1999 • The formal approval application was lodged with SNCF on 16.2.2001 • SNCF applies for the ministerial approval for operation on behalf of the DB • The train design phase (1995 - 1997) went ahead without a detailed knowledge of the French requirements, despite the discussions in Paris • On 5.6.2000 the existing SNCF regulations were replaced • The start of test running necessitated adaptations to the train • Practical tests ran from 2001 - 2004 • Revenue service is due to start in 2007 with the opening of the Eastern/European high speed line in France (POS) • Specific feature: • In the meantime, and with the support of the authorities, SNCF and DB have drawn up joint reference material for the approval of trainsets destined for POS services 1. Conclusions/Prospects • DB has been operating rolling stock in cross-border traffic since the 1950s • DB has ten years of experience with the international operation of ICE trains • The far-reaching changes to European legislation and railway company reforms have had a major influence on the development of new services • These developments have brought additional cost with no direct benefits • For DB, there is no certainty that the modified rules actually have a positive influence on the technical safety of vehicle operations • The degree of legal security in the EU zone urgently needs to be improved • Railway companies need to recognise that they have a better chance of winning more market share if they work together - only then is there a real prospect of commercial success for all market players DB Systemtechnik, T.TZS 1 Panier
