  2. Contents • Implementing E2SHB 1290 • Procurement Process • Phase I RFQ: Request for Proposals from Existing RSNs • Phase II RFP: Request for Proposals from other entities if needed

Phase I - RFQ • RSNs that Substantially Comply with Requirements will be issued the Contract • Cost-effective • Adequate residential and service capabilities • Collaboration with Criminal Justice and Chemical Dependency services • Access to all services included in the MH state plan • Meet all Federal & State regulations and standards

  4. 9/29/05 RFQ released 1/5/06 Evaluations complete 4/15/06 RFP due to MHD 9/1/06 New contracts effective FY 2005 FY 2006 FY2007 12/1/05 RFQ due to MHD 3/1/06 RFP released 5/1/06 Evaluations completed Timeline for new contracts 5/20/06 Qualified entities announced 12/12/05 Evaluations begin September 29, 2005: Request for Qualifications released December 1, 2005: Request for Qualifications due to MHD December 12, 2005 Evaluation process begins January 5, 2006: Evals completed & Qualifying RSNs announced March 1, 2006: Request for Proposals released(if needed) April 15, 2006: Request for Proposals due to MHD May 1, 2006: RFP Evaluations completed May 20, 2006 Qualifying entities announced September 1, 2006: New contracts effective

  6. The Evaluation Process • Fair and Equitable evaluation of applicants • Five sections being evaluated by five evaluation teams • IT • Fiscal • Program • Special Initiatives • Quality • Announcements of Qualifying Proposals January 5, 2006

  7. Phase II - RFP • Timeline • If needed, DSHS will move to an RFP process for areas where an RSN did not qualify or respond to the RFQ • RSNs or other entities may respond to the RFP • RFP process will begin March 1, 2006
