Revise operational guidelines includes monitoring, reporting, verifications Quality assurance by operating ISO14065 accreditation • Correction of error of quantification • Revise the monitoring report Scheme owner Organi-zation VV AB • Improve the quality of assessment. • Social responsibility on AB that accredited VV drove intentional manipulation • Redeeming the lack amount of reduction by non-conformity of VV. 2

Addressing root cause of intentional manipulation related organization and VV Social responsibility －Sanction and Suspension against data manipulation • AB shall address root cause of each incidence in related with intentional manipulation though communication between accredited VVs. Clarify the responsibility • Intentional data manipulation or missing data, primary, organization shall be responsible to the incidence • Such situation could not identify during verification, VV shall also be part of the responsibility. Countermeasure －Spot check, suspension, sanction • AB shall conduct action plan related with the incidence timely, if necessary, AB shall decide what and when to review at spot check. According to the review, AB shall ask committee to consider the final decision in terms of suspension, if necessary. Review of assessment procedure and related standards • Review if any procedure shall be revised. 3

Quality Assurance of Assessment Risk management by operating accreditation • Competence Management to give quality of assessment with assessment manuals Periodical and continuous monitoring of accredited VV • AB will monitor the accredited VVs continuously, during surveillance audit, AB has chance to review the operational issue if any, to be able to bring non-conformity and ask corrective action. • AB will be able to have procedure to contact with scheme owners if any issues related with VVs. • If AB identify the inappropriate action by accredited VV, anytime AB will able to contact the VV to confirm the situation, and will take consideration of spot check, if necessary, will be considered suspension 4
