  1. Why was the National Assembly formed and who was it formed by? • Louis XIV did not respond to any of the 3rd Estates problems. • There was no Strong Leadership. • The King and ministers did not offer a program for reform. • The method of voting was unfair. • The 3rd Estate would always be out voted because each estate only had one vote so the 1st and 2nd Estate would work together to get what they wanted and the 3rd Estate never got justice. • The 3rd estate would not verify credentials until the voting issue was solved.

  2. National Assembly continued…….. • Emmanuel Joseph Sieyes and de Mirabeau and the 3rd Estate invited the other two estates to meet with them. • On June 17 the 3r Estate declared itself the National Assembly. • The National Assembly is formed of the 3rd Estate. • The leader elected was Jean Sylvain Bailly.

  3. What were the major events that led up to the Tennis Court Oath, what was it, and was it upheld? • Some Liberal aristocrats and Clergy joined the 3rd Estate. • 576 deputies swore the Tennis Court Oath. • “Where ever they met was the nation, they declared, and would not adjourn until France had been given a new Constitution.” (Gale Database) • Louis gave orders to the three estates to keep going to their separate deliberations • He accepted unified deliberation and voted by head on June 27.

  4. Tennis Court Oath continued…… • On July 9th 1789 the Estates-General declared itself the National Constitution Assembly. • “Louis XIV saw the Estates-General as a means of raising extra money and he had no interest in changing the nature of his government.”( Adrian Gilbert) • “They swore never to disband until their self-appointed task of reforming the nation was finished”(Don Nardo)

  5. Tennis Court Oath continued……. • A drafted Declaration of the rights of Man and Citizen. • It issued decrees abolishing privileges, new administrative map of France, abolishing noble titles, took away land from the church to pay off national debt. • Before they adjourned the deputies of the Constitution Assembly had adopted a new Constitution, creating a constitutional Monarchy. • The Tennis Court Oath was upheld by the Constitution of 1791.
