Objective 1: Improved use of data for fertiliser recommendation • Indicator 1: % of recommendation specific to cropping systems and/or AEZ and/or taking account of farmer profitability • For researchers, fertilizer companies, agro-dealers: • Question: • Who is making recommendations on fertilizer use? • Official/other • What fertilizer types are available in the area? • For each what are recommended rates? • Are they cropping system / AEZ specific? • Do they take account of farmer profitability? • Note: there may be different recommendations from different sources OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Objective 2: Increased use of spatial info for extrapolation of nutrient response functions AND decision tools for optimising fertiliser use • Indicator 2.1: Cases of application of modelling and spatial info to extrapolate nutrient response functions • For researchers only – also literature review: • Questions: • Describe cases of using models/tools to generate or verify nutrient response functions • Describe cases where spatial (soil mapping) info been used to extrapolate nutrient response functions OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Objective 2: Increased use of spatial info for extrapolation of nutrient response functions AND decision tools for optimising fertiliser use • Indicator 2.2: % of researchers and extensionists using fertiliser optimisation tools (that allow economics to be considered) • For researchers and government extensionists: • Questions: • What is the total number of agricultural researchers and extension workers in the Ministry? • What tools are being used to optimise the use of fertilisers? • E.g. look-up tables, information from fertilizer companies, soil maps, digital tools … • Who is using these tools OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Objective 3: Improved relevance of fertiliser recommendations to stakeholders • Indicator 3: % change of stakeholders involved in development of fertiliser recommendations • For researchers, fertilizer companies, agro-dealers, government extensionists, NGOs, farmers, • Questions: • How are fertilizer recommendations in your country made and revised? • Which stakeholders are involved and how? • Challenge: Is participation a proxy for improved relevance OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Objective 4: Improved access to info and communication materials for extension • Indicator. 4.1: % change in practitioners able to produce appropriate materials • For researcher, extensionists, Agrodealers, etc.: • Questions: • What materials are available [on soil health/fertilizer recommendations] • How are materials developed in your country? • Who is involved and how? • How are materials customized to the target audience? • If you have materials were they fit for purpose (i.e. relevant to the target audience)? Objective 4: Improved access to info and communication materials for extenionists • Indicator. 4.2: % change in actors who report access to extension materials • For researcher, extensionists, Agrodealers, etc.: • Questions: • What information do different stakeholders have access to? • Different formats • How frequently do you access or receive new materials • How could materials be made more accessible OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Objective 5: Improved project management and oversight • Ind. 5.1: Outputs achieved on time and within budget • For Grantee: • Question: How many OFRA outputs are there and how many have been achieved on time? • Ind. 5.2: % satisfaction of sub-grantees and partners • For sub-grantees: • Question: Are you satisfied with the grantee performance in managing OFRA? OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Challenge • Are the indicators right? • Can we use one survey or do we need to customize the questions to each stakeholder? • Do the questions provide suitable evidence or proxy evidence for the indicator as stated? OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Survey approach: • Resources in sub-grantee budget for survey: (US$) • Mozambique 2,000 • Niger 4,500 • Nigeria 3,000 • Mali 3,500 • For these and other sub-grantees maybe have to use some of the funds budgeted for M&E OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Survey approach: • Who do we need to talk with to collect the baseline survey? • Suggestion - interviewees broken down as: OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
Survey approach: • How to avail supervision and ensure quality assurance? • I suggest utilise the expertise in the different countries, in collaboration with the new M&E specialist that we’ll interview for this Friday OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
When? • You need to start as soon after this workshop as possible OPTIMISING FERTILIZER RECOMMENDATIONS IN AFRICA
