A Matter of Perspective -- The Commission’s Draft Plan • Working group members and utility plan writers performed heroic work • The plan process continues to evolve re: roles for articulating complex ideas -- from vision to actions, for leaders & contributors • Commission staff saw need to • more clearly convey the bigger picture and lay out aspirational goals, • better engage stakeholders and market players in dialogue and action on this Draft Plan
Major Initiatives Still the Same -- Drawn from Work Groups and Previous Plan Drafts • 4 Big Bold Initiatives, including Low Income • Policy changes and new strategies to unleash Market Transformation, e.g. focus on Whole- House performance • Industrial and Agricultural strategies to integrate environmental and energy management actions • Renewed emphasis on supporting strategies: • Marketing, education & outreach • Financing mechanisms • Workforce education & training
Commission Changes from the June 2 Utility-filed Plan Restores some reach goals from work group reports: • Plug loads reduced 25% by 2020, • Industrial energy intensity reduced by 25 percent by 2020, • 90% of HVAC systems meet code compliance by 2020. Accelerates certain strategies: • Utilities expected to participate in ZNE residential projects - including affordable housing projects - in 2009-2011. • Utilities expected to develop and implement new financial tools for ZNE and whole house projects in 2009-2011.
Changes Tone to Emphasize Accelerated Action Paths • More reference to AB 32 connection. • Provides background and context on existing IOU programs and bridges to new programs and approaches. • Acknowledges, but does not focus on, limitations and problems of setting priority actions. • Eliminates all references to cost-effectiveness, utility incentives and counting rules -- those will be worked out.

Time and Resource Constraints Prevented Attention to Several Important Issues: • Setting priority actions • Estimating budget and resources needed • Applying cost-benefit analysis • Gaining leadership and action commitments from stakeholders
Next Steps Anticipated After Commission Adoption • Ensure IOU 2009-2011 EE program portfolio applications (July 21) are consistent with Strategic Plan • Organize working apparatus for: • more detailed analysis and prioritization • resource and leadership commitments • multi-stakeholder collaborative action • Identify oversight mechanisms to review progress of utility and non-utility actions
