  3. AWARENESS REGARDING LEAD IN PAINT AND LEAD EXPOSURES Very little information in the different countries on: • industrial processes • monitoring of products (inspection, routine control) • monitoring of the effects of chemicals on health

LEGISLATION 1 • ARGENTINA • Latex paints – Pb content standard of 600 ppm • BRAZIL • Paints, varnishes and similar materials for residential use, toys and school materials – 600 ppm • hair dyes – 0.6% of the composition • MEXICO • Some uses for dyes, paints and enamel containing Pb banned from houses, school, children uses, etc. • Pb substitutes for glazed pottery – a traditional way for cooking and keeping the food

  6. LEGISLATION 2 • PARAGUAY • No specific national legislation about lead in paint or hair dyes. Applies MERCOSUR/GMC/Resolution n° 23/04 • Technical regulation on toy safety – MERCOSUR legislation – Max. lead daily bioavailability resulting from the use of toys of 0.7 μg (INTN) • SANTA LUCIA • No specific national legislation, however there are standards that govern specification for paint – interior/exterior paints and surface coatings

REQUIRED RESOURCES • Trained personnel • Public health and occupational health workers, Poison Centers workers • Health surveillance inspectors • Industries responsible • Professionals in the Justice area • Training of others professionals involved • Financial resources for services (legislation enforcement, health monitoring and surveillance, health services, others) • Ministries of Industry and Trade, Environment, Health, Labour and other government bodies • Resource mobilization strategies – access to interested donors • Financial incentive for substitution • Bring research studies from academics into the public health and industry authorities’ attention • Build up analytical laboratories • Wide dissemination of information on the effects of lead: authorities, civil society organisations, workers, industry, educators, general public

RECOMMENDED ACTIONS • Articulation with other SAICM implementation activities, especially the global harmonization of labeling • From the Lead initiative in Central America and Dominican Republic • Engaging all authorities involved in promotion and control on product manufacture and trade, including consumer protection services • Create environmental and epidemiological programs of surveillance – product life cycle • Create some type of data repository for information on lead, including informational materials, regulatory requirements and current legislation on the use of lead in paint, epidemiological and environmental studies on lead levels, and related issues • Ensure proper information on product imports and licensing for national industries; inventories; goods circulation • Develop technical guidance to complete the alternative formulations for paint which currently contains lead • Organize the integrated management of contaminated sites
