COMMON JTLS/JCATS NETWORK Enable the connection of simulations centres using JCATS and JTLS and creating common federation using Simulation environment in the South Eastern Europe which can and should be used for education and training purposes. Postponing that process is waste of energy, resources and even lives!
COMMON JTLS/JCATS NETWORK • Advancementin the following aspects: • Sustain training and activities of the Armed Forces formations at all levels; • Support all levels of military education; • Support programs for organization, development and modernization within military reformation frame; • Support further integration of Armed Forces in NATO and PfP nations; • Support political and military structures responsible for National security policy; • Improve the overall operating efficiency of the Armed Forces; • Sharing information; • Distributed learning, exercising, training and etc.
South Eastern Europe Exercising and Training Network The Experiment Aim is to establish the M&S environment required for planning, training, concept development and experimentation for the purpose of E&T at national and subsequently regional level. Experiment objectives (assess ability): • To develop simulation capabilities (ex: planning tools and models, tools for situation awareness and analysis). • To create Multi Resolution Federation for Disaster management and emergency response. • To create Persistent distributed National Training and Simulation Capabilities. • To enhance the capabilities of the National Military Training Complex (CHARALITZA);

Future DTE-Philosophy • TODAY: • NATO’s responsibility is limited to • NATO specific education • Unique mission specific training beyond nations’ capabilities • Training of NATO HQ’s at strategic, operational and (limited) tactical level • NATO Training Facilities (JWC / JFTC) DTE focus: • Train JFC’s, NRF Components and Deployed Joint Staff Elements • NRF Exercises • MRX for current operations • FUTURE: • Who and for what missions NATO should train the new NATO structure? • Additional Training Functions for the NATO Force Structure? • What training requirements do Nations have for NATO? • What capabilities and capacity does NATO need to fulfill NATO’s training responsibilities in the future? UNCLASSIFIED DTE Experimentation 5 W’s • Who: ACT, in the form of, Joint Force Trainer (JFT), Capability Development (CapDev), Joint Warfighting Centre (JWC), Joint Force Training Center (JFTC), and NATO Consultation, Command and Control Agency (NC3A) • What: Five primary ‘discovery’ experiment goals • Assess the viability of CFBLNet use in non-NATO led exercises • Assess utility of JEMM in Multi-National exercises • Assess viability and utility of JTLS-JCATS in Multi-National exercise • Assess the utility of the Exercise Scenario Resource Portal (ESRP) • Identify JWC/JFTC potential capacity to support non-NATO led exercises • When: Planning conferences beginning in OCT’11 thru execution in OCT’12 • Where: A minimum of Bulgaria, and potentially throughout South Eastern Europe • Why: Inform functional service capabilities in non-NATO led exercise environments UNCLASSIFIED
NATO ACT Experiment Types Validation • To validate that a proposed solution provides the desired capability; provides final demonstrated evidence through re-creation of a known truth that a prototype capability will improve mission effectiveness or interoperability Discovery • To determine new information and to seek potential solutions; used to introduce novel systems, conceptual organizational structures or technologies to a setting where their use can be observed. (When a concept does not exist, the conceptual rational is used to provide sufficient proof of the value of the experiment) Note: Hypothesis Experiment answers the “IF/THEN” question; however need a constant to measure variable as the basis for the experiment UNCLASSIFIED
NATO to provide training and expertise in planning and execution, for both experimentation and exercise support as required; areas include: (1) Joint Exercise Management Module (JEMM) (2) NATO Training Federation (NTF) (3) Exercise Scenario Resource Portal (ESRP) • NATO to attend SEESIM planning conferences, preparation events and participate in exercise. Areas include: Steering, Operational, Technical Working Groups at ESC, IPC, MPC, FCC and Execution. • Networks will be established to support the SEESIM 12 Exercise and experimentation goals. These may be in the form of a single network or separate networks, one of which may be CFBLNet; either of which would be capable of hosting select tools to enable distribution. UNCLASSIFIED
Value-Added / Impact • Non-intrusive, but supportive -- availability of JWC and JFTC experience and expertise • Reinforces national/regional desire to “explore the possibilities” in exercises using M&S • All information attained from experimentation will be made available for future decisions regarding M&S capabilities in exercises • Opportunities to mature national experimentation capabilities • Can observe both national and NATO experimentation procedures UNCLASSIFIED
