Content • Reforms in migration field during recent 3 years • Structure and content of the “Action Program for Implementation of the Policy Concept for the State Regulation of Migration in the Republic of Armenia in 2012-2016” (NAP) • International cooperation in the migration field • Joint Declaration on a Mobility Partnership between the EU and Armenia • Cooperation with ETF in the framework of MP

Reforms in migration field during last 3 years Establishment of State Migration Service The RA President Decree NH-286-N on “On establishing the State Migration Service” (SMS) dated 18 November, 2009 SMS as a state body functioning within the administrative field of the Ministry of Territorial Administration Coordination of the bodies having migration functions in terms of drafting migration policy and legal acts ensuring its implementation

(continuation) Concept Paper on the Policy for the State Regulation of Migration in the Republic of Armenia (approved by the RA Government Protocol Decision N51 dated 30 December, 2010 ) The Concept is consistent with the international obligations undertaken by the RA National Action Program for Implementation of the Policy Concept for the State Regulation of Migration in the Republic of Armenia in 2012-2016” (approved by the RA Government Decision N 1593-N dated 10 November, 2011)

Structure and content of the “Action Program for Implementation of the Policy Concept for the State Regulation of Migration in the Republic of Armenia in 2012-2016” The National Action Plan is aimed at resolving 14 major issues of the state regulation of migration defined in the Concept. According to the decision an interdepartmental committee on monitoring of the AP was set, which has held five sessions Semi-annual and annual reports on the implementation process of the NAP

(continuation) Implementation of 147 specific actions is envisaged by the NAP, out of which 83 – in 2012 Implementation of 14 actions is expected in 2013, and 29 in 2012-2013 As first responsible implementers of 147 specific actions , envisaged by the NAP SMS is involved in 86 actions RA Ministry of Labour and Social Affairs in 30 actions RA Ministry of Foreign Affairs in 13 actions

International cooperation in the migration field Active cooperation with the EU in migration field AP drafting is a result of such cooperation (Czech organization “People in Need”, OSCE and ILO) TWINNING – 3 components Covers 1st, 4th and 14th major issues of the NAP Visits to the marzes/regions/ in the framework of the Program “Technical Assistance to the RA Government in introducing labour migration schemes”, implemented by the IOM and the ICHD, covers the 7th and 4th major issues of the NAP. The EU Advisory group – Advisor on Migration; certain actions within the 7th and 14th major issues of the AP.

Joint Declaration on a Mobility Partnership between the European Union and Armenia Signed on 27 October, 2011 in Luxembourg by the RA and 10 EU member The Declaration has 4 directions and 17 subjects, which are reflected in the corresponding issues of the AP I) Mobility, legal migration and integration Objectives: 1. To support the capacity to monitor migration, in particular by strengthening Armenia's capacity to manage migration – will refer to the whole NAP 2. Informing potential migrants about ways ofաlegal migration and legal employment in the Member States of European Union, as well as about the risks of illegal migration; to implement pre-departure training. – refers to the 5th and 7th major issues

(continuation) II) Migration and development Objective: To promote the positive synergies between migration and development, to reduce the negative effects of the brain drain; to facilitate the smooth reintegration into Armenia’s labour market of Armenian citizens returning home, particularly by promoting migrants entrepreneurship.- the 5th and the 6th issues of the NAP – labour migration , the 8th issue - reintegration III)Fight against irregular immigration and trafficking in human beings, readmission, identity and travel documents' security, border management Objective: To develop effective mechanisms for preventing and combating irregular immigration, effectively implement readmission procedures, enhance the security of identity documents and improve border management capacities.– the 7th issue of the AP, the 2nd and the 3rd priority issue of the Concept with separate NAP-s IV)Asylum and international protection Objective: To strengthen the capacity of Armenia's government to implement an asylum policy and provide international protection according to best international standards. – the 9th issue of the NAP wholly refers to the implementation of this goal

Cooperation with ETF in the framework of MP Direction 1, goal 2 - d) With the support of ETF, collection of selected labour market information and implementation of research, including elaboration and analysis of data, on migration and skills, facilitating recognition of qualifications and matching between skills and available jobs/vacancies, as well as raising  awareness on the importance of the system of Validation of Non Formal and Informal Learning  among individuals and labour market institutions to better use the skills acquired by returning migrants – refers to 8.2 of the NAP Direction 2 - d) Sharing experiences and exchange good practices in the field of employment and education policies, including the linkage, with the support of ETF, between future labour market and labour migration policies and Vocational Education and Training policies – anew initaitive and is not directly in the NAP

  11. Issues related to return and reintegration “Reintegration support to the RA citizens returning to Armenia from foreign states” as a priority issue of the RA Government for 2012, implementation of which implies study of the gaps and obstacles Survey on potential and returning migrants in Armenia implemented by the CRRC through financial support of the European Training Foundation (ETF) can be a basis for a research Solutions of the gaps and obstacles identified during the research will be implemented in the framework of the first program “On Capacity building of migration management with the focus on reintegration actions” of the Joint Declaration on Migration and Partnership. The program launches starting from October 1 and will be implemented by the OFII.
