2. The Maritime Labour Convention 2006 • Consolidated 67 existing ILO instruments into a single ‘Super Convention’ covering: • - Conditions of employment • - Hours of work • - Medical treatment • - Repatriation • Enforcement by way of flag state inspection and port state control

3. Challenges post adoption • Ratification • Early entry into force

ISF‘s work post adoption • Promotional seminars • High level missions to Panama, Phillipines, Latin America, Russia, China and Europe • Aim: to encourage prompt ratification • Transposition of the Convention into a European Directive • Involvement in devt of flag and port state guidelines at ILO • Consultancy work with organisations • Production of shipowners guide to the convention

Flag & Port State Guidelines • 2 Seperate one week long discussions • Commencement with flag state guidelines • Parity across the two documents where possible. • Stick to mandatory requirements of the convention • Paris MOU currently producing PSC guidance • Work with class societies ensuring convention requirements are adhered to

7. Recognised Organisations • Concern with regard to coordination across class societies • ILO efforts in this area • Clear direction needed to be given by flag and port states to the organisations which are acting on their behalf

8. Entry into Force • Hopefully required number of ratifications achieved by end of 2010 • Entry into force one year later ie 2011 • Updates to the convention on a timely basis thereafter • Crew claims and abandonment discussions at ILO and IMO to be added to the MLC at a date to be agreed .

9. Welfare provision • Both direct and indirect provision within the scope of the MLC • Covered primarily in Title 4 – Access to Shore based welfare provision. • Replaces C163 for states which have ratified the MLC. • ISF view that the Title 4 requirements should be the primary focus of ICSW.
