The $60 Mil question! • In 2007 DHS required all States to submit a SCIP – a “Statewide Communications Interoperability Plan”, to be eligible for all future funding for radio communications systems. • The Texas Radio Coalition (TxRC), a volunteer organization of public safety and service organizations, developed and submitted the Texas SCIP with specific initiatives for statewide interoperability that need to be implemented. The Texas SCIP was approved in April 2008.

Why does Texas need a SCIP? • Radio communications are essential for public safety practitioners to perform the most basic elements of their jobs. • Operable communications are vital for agencies to meet their everyday internal and emergency communication requirements. • Interoperable communications are crucial for public safety and service agencies and organizations (police, fire, EMS, not for profit non-governmental entities, public works, transportation, hospitals, etc.) to talk within and across agencies and jurisdictions with one another on demand, in real time, when needed, and when authorized. It is essential that public safety has the intra-agency radio communications operability it needs, and that it builds its systems toward interoperability.

Why does Texas need a SCIP? • Current Texas Public Safety Radio Communications Environment • No radio communications for some agencies, e.g. no operability. • No radio coverage in some areas, e.g. no operability. • Aged and crumbling radio towers and antenna systems, e.g. limited operability. • Aged and decomposing radio systems, e.g. limited operability. • Dissimilar radio systems, e.g. limited interoperability. • Limited training opportunities for rural and non-governmental organizations, e.g. volunteer fire departments. • Duplication of some system infrastructure elements and costs. • Changing regulatory environment. • Technological Advancement. • Radio spectrum issues.

Recommendation No.1 • Operability before Interoperability • Ensure all stakeholders have radio communications that support their operational needs and mission critical events in terms of; coverage, capacity, availability, situational flexibility, access control /security, and critical public safety features.

Recommendation No. 2 • P25 Standards Based Vision • Focus investments on solutions that move the State toward the highest level of interoperability … Standards-Based Shared Systems. Texas should standardize new radio purchases and grant funding around the public safety Project 25 Standard.
Leverage Existing Assets Leverage existing State and local communications assets in building communications interoperability statewide. There are 250+ radio systems in Texas. Identify the regional systems that are or can be upgraded to P25 and develop a migration strategy and timeline to build-out the regional-shared standards-based systems.
