DROUGHT SITUATION IN BIHAR : FEW FACTS • Bihar is facing its second successive drought in 2010 • Series of natural disasters over the last four years- • 2007- witnessed severe floods in 22 districts of the State affecting 2.5 crore people; • 2008- the breach of the Kosi embankment • 2009- severe drought in 26 districts • April 2010- Cyclonic storm killing > 100 people and devastation to property. • Bihar is flood prone state; so this year’s consecutive widespread drought has magnified the adverse impact

Drought situation in Bihar-at a Glance • Monsoon delayed by 2 weeks • Rainfall deficit in June was 32 %(seedling raising season) • Actual rainfall from 1st June to 31st July 392.8 mm against a normal 508.5 mm (deficit in rainfall 23%) • In South of Ganga- in all 17 distts rain fall deficit >20% (whopping deficit in Buxar- 70%) • In North Bihar- 11 out of 21 distts rain fall deficit > 20% (Sitamarhi – 60 % deficit) • Worst impact on Kharif crops- Paddy & Maize. Deficit: Paddy coverage – 62.33% & Maize coverage-21.88 %. • Other impacts- average increase in temperature; Fall in Ground Water table & Surface water reservoirs.

Drought Declared - 28 Districts Based on rainfall deficit & paddy coverage till 31st July, 2010 • Reports received from respective DMs on prevailing ground realities • Recommendations by Secretaries/ Principal secretaries in charge in certain districts & Divisional Com of KosiDivn. Based on field visits. Govt on 03.08.2010 declared drought in following 26 districts: Patna, Nalanda, Bhojpur, Buxar, Rohtas, Kaimur, Gaya, Jehanabad, Aurangabad, Arwal, Nawada, Munger, Sheikhpura, Lakhisarai, Jamui, Begusarai, Bhagalpur, Banka, Saran, Siwan, Muzaffarpur, Sitamarhi, Vaishali, Sheohar, E. Champaran, Madhubani, Samastipur, Darbhanga. • In case the situation in remaining 10 districts worsens they may also be declared drought hit.

  16. State Agriculture Profile AGRICULTURE SECTOR Total Geographical Area- 2,31,18,133 Acre. Net Sown Area - 1,39,92,851 Acre. Gross Cropped Area - 1,90,65,802 Acre. Impact on Agriculture (Kharif 2010) • Nursery raising was delayed. • Transplanting delayed. • Over aged seedlings were transplanted. • Deficient rainfall did not favour healthy growth of seedling. • Insufficient rainfall followed by intermittent dry spell coupled with high temperature restricted proper growth of paddy crops & other standing crops also withered under moisture stress. • Coverage of paddy severely restricted. Paddy transplanted only in 13.38 lakh hec. against the normal area of 35.5 lakh hec. Source :- Agriculture Department, Govt. of Bihar

IMPACT ON OTHER SECTORS • Drinking water- Fall in water table and drying up of surface water resources; need to install new deep hand pumps, repair of the old ones etc. • Health- Chances of spread of different diseases. • Employment- Migration of labour due to non availability of farming activities • Animal and Fish resources- Drinking water and fodder scarcity along with spread of some diseases. • Energy sector- need of extra power for irrigation • Nutrition problem- specially in children and women • Food grain shortage- special need for old, destitute, physically challenged etc.

STEPS TAKEN SO FAR----- • Regular review and monitoring by CMG with line deptts at State level • Daily monitoring of rainfall and crop coverage etc. • Review and monitoring of the situation by Ministers & Departmental Secretaries at department and district level. • Weekly review by District Task Force to monitor situation at district level. • Loan dues deferment for farmers: • Cooperative, RRBs, Commercial Banks • Deferment of collection of land revenue & irrigation dues • CROP INSURANCE • Directive to Commercial & Rural Banks to give maximum coverage • Revolving grain storage @ 1 Q each Panchayat

  21. AGRICULTURE SECTOR • Diesel subsidy sanctioned - ` 605. 75 crore • Seed subsidy @ ` 7/ kg, Hybrid Paddy seed subsidy @ ` 20/kg • Weekly advisory to DoA officials in consultation with KVK scientists • Contingency crop plan prepared & being publicized • Bihar Bhuzal Yozana – being Publisized • Steps to energize non functional tube wells • ENERGY SECTOR • Minimum power supply of 5-6 hours being ensured in the rural areas for irrigation. • Control Room made functional at Bihar State Electricity Board Hqrs • Burnt/ defective Transformers being replaced on priority basis

HEALTH SECTOR • Instructions issued to all districts for addressing health issues in the context of prevailing situation • Fully equipped Mobile Medical Units sanctioned for all districts. • All necessary drugs available in all health facilities. • DRINKING WATER • Contingency plan ` 585. 25 crore for maintaining DWS • Scheme for Rehabilitation/ Rejuvenation/Special repair of 34591 hand pump amounting ` 53.88675 crore sanctioned • For sinking of 27083 sustainable Tubewells with India Mark-III pump scheme worth ` 130.5051 crore sanctioned. • Mini piped water supply Scheme worth ` 230.88 crore in small villages with electric pump for installing 1560 sets sanctioned. • Mini piped water supply Scheme worth ` 92.9445 crore in remote villages with solar pump for installing 473 sets sanctioned.

LIVESTOCK: • Places identified with drinking water facilities for establishment of cattle camps (preferably near State tube-wells). • Fodder blocks manufacture started by Bihar State Cooperative Milk Federation (COMFED). • Funds made available to all districts to purchase veterinary medicines. • Awareness generation material published to save cattle from heat and water scarcity. • EMPLOYMENT: • Instructions issued to all districts to generate more employment opportunities in rural areas by taking projects related to tree plantation and water conservation. • Under MNREGA, works related to water conservation like deepening of ponds, canals, pynes (canals), ahars (check dams); social forestry; micro irrigation works, provision of irrigation facility, drought proofing, etc., taken up;
