  3. Overview of Title II, Part A Primary Focus: Original target date for 100 percent Highly Qualified Teachers (HQT): June 30, 2006 Teacher Quality

  4. What is a highly qualified teacher? • Holds full state certification in the area being taught; • Has earned a minimum of a bachelor’s degree; and • Has demonstrated subject-matter mastery (rigorous testing for new teachers or HOUSSE for veteran teachers) See Informational Supt’s Memo # 43, February 23, 2007.

  5. Good Faith Efforts and Revised State Plan: What’s New? • HOUSSE: • Teachers currently in HOUSSE may complete by June 2008 • No longer available after end of 2007-2008 school year See Informational Superintendent’s Memo # 43, February 23, 2007 • Equitable Distribution

  6. Allowable Uses of Funding (Overview) • Recruitment and Retention of Highly Qualified Teachers and Principals • Coursework and Professional Development • Reducing Class Sizes • Testing Expenses • New Teacher Mentoring

Allowable Uses of Funding:Salaries • Personnel providing professional development for teachers: • Full-release mentor teachers • Professional development staff • Substitutes for teachers attending professional development • Class-size Reduction teachers • Must conduct annual needs assessment • Must be highly qualified at the time of hire • Can be at any grade level

  8. Non-allowable Salaries • Paraprofessionals (but may pay for classes, testing, courses toward full teaching licensure) • Teachers providing direct instruction to students (e.g. remediation teachers, PRIME) • General substitute teachers

  9. Allowable Uses of Funding:Materials • Materials used in professional development activities – NOT for student use in classroom • Recruitment materials

  11. Uses of Funds: Conferences • Must be part of sustained, ongoing focus with clear follow-up plan. Should NOT be one-day, random events. • Provide evidence of implementation and follow-up. • Adhere to state travel regulations.

Measurable Objectives for Teacher Quality (examples) • By June 2008, 100 percent of teachers and paraprofessionals will be highly qualified as measured by IPAL Report. • By June 2008, class sizes in grade 2 will decrease from 28:1 to 20:1. • By June 2008, all instructional personnel will participate in at least five professional development activities as evidenced by participation logs, artifacts, etc. • By June 2008, retention of new teachers will increase from 85 percent to 95 percent.
