WMD The Stakeholders of the USVI WMD incident Annex are: • Law Enforcement (ESF 14 -VIPD) • HazMat (ESF 10 – DPNR) • Fire Services (ESF 4 – VIFS) • Health & Medical Services (ESF 8 – Public Health /EMS/ Hospitals) • Mass Care (ESF 6 – Housing Parks & Recreation - Emergency Sheltering) • VING (23rd Light Civil Support Team)

WMD Stakeholders Health & Medical Services (ESF 8 – Public Health/EMS Hospitals/Clinics, Cont’d The hospitals need to investigate the availability of pharmaceutical supplies from the Strategic National Stockpile (SNS) program. All information such as receipt, storage, security, breakdown, controlled environment, distribution and the administering of medication of the pharmaceutical stockpile, must be delineated in their respective SOPs. The aforementioned pose a tremendous challenge for the hospitals, as well as the dissemination of information to the public.

WMD Stakeholders Mass Fatality (ESF 8 – DOJ) ME, Legal Sufficiency • Acquire refrigerated trailers units to support Mass Casualty incidents • Ensure the availability and supply of body bags and related items to support mass Casualty incidents Note: The Medical Examiner’s (ME) office, which is under the Department Of Justice (DOJ) has to develop a territorial Mass Casualty Appendix.

Support 911 Dispatch Cues: • Visible emission; smoke, mist or cloud • Unexplained symptoms • A pre-warning given • Relay Communication (Dispatching) In order to prevent a panic by citizens who may monitor radio transmission, local communities should work out a discreet system of notification to public safety officials who may be dispatched as first responders. Consider a standard alert to the responders with instructions to call the Communications Center by telephone, not cellular telephone, which can be tracked, for further information 20

Support 911 Dispatch Cues: • Establish and maintain notification procedures for WMD incidents • Establish and maintain protocols for receiving and disseminating information related to WMD events Training: The 8 hours HazMat awareness education, OSHA Level 1, is needed for all first responders, to include, but is not limited to EMS, VIFS, DPNR, VIPD, DPW and 911 dispatchers. Notification of appropriate government agencies, during an incident or crisis must be clearly delineated in all agencies’ Standard Operating Procedures (SOP), especially 911 dispatchers. 21
