  7. Why is this effort important? • Increase economic competitiveness of Minnesota & U.S. • Improve business growth & quality of life • Keep up with rapid industry change • Address critical infrastructure capacity and condition

Policy Integration: • Apply national best practices in long-range freight planning • Multi-jurisdictional coordination • Passenger & Freight Rail Plan and 1st Ports & Waterway Plan 2013 B. Project development: • Freight Project Prioritization Rationale • Communication plan with public outreach C. Performance Measures: • Applied Research (GPS data, Industries Cluster, Truck Parking) • Other states

  12. Primary Freight Network State Overview Information gathered from: • State MPO’s • MnDOT • MAFC • AASHTO Range of views gathered to response to process

Primary Freight Network Response to 27K & 3K Centerline miles • Does not yield most critical routes • No connection to some key major freight facilities • Disagree with top-down approach Methodology for achieving network • Eliminate cap; increase cap; flexible cap • Use corridor approach; connecting - regions, states or countries (trading partners) • Have States and/or MPO determine network • Enforce statute: 23 USC 135

Primary Freight Network How NFN and its components will be used by freight stakeholders • Resource to State Freight Networks, State Freight Plans and State Advisory Committees • Funding criteria for CUFC, CRFC, PFN or Interstate • Support for a multimodal, economic, freight network • Not a federal funding source based on proposed network

Primary Freight Network Suggestions for an urban-area route designation process • Integral to the PFN, but prohibited due to mileage limitation • Urban segment not part of PFN • State DOTs should designate intermodal connectors, in consultation with MPOs • Consider routes lower than 8,500 AADT for connectivity

  16. Primary Freight Network Other comments: • HPMS – Federal investment needed to improve data • Intermodal Connectors – revise criteria within urban areas over 200K population • Include marine and other land ports of significance • Decrease 10-year PFN designation cycle
