  2. PROPOSAL AND LOCATION MAP • 5,273 acres • Current FLUM-Agriculture & Timberlands & Conservation • Proposed FLUM-Development of Regional Impact-Mixed Use (DRI-MU) • Current Application for Development Approval (ADA) for DRI

  3. BACKGROUND • Applicant previously submitted an ADA for the Old Brick Township DRI, which includes a development plan for: • 5,000 residential units, • 1,150,000 square feet of non-residential uses, • parks, and a K-8 school site.

  4. BACKGROUND • During the review process, the owner and the City agreed that annexation into the City will allow an opportunity to cooperate from a regional perspective.

BACKGROUND • the subject property along with the property to the south represent a natural long-term progression of westward growth. • the properties are within the City’s anticipated water service area, and • most of the property between these properties and US 1 is environmentally sensitive and not suitable for development.

BACKGROUND • Through regional approach, the City will avoid piecemeal development and provide for the needed regional connections for wildlife and transportation • Wilson, LLC and TerraPointe, LLC along with the Palm Coast Holdings, the developer of the nearby Palm Coast Park DRI, and City staff have already started to meet regularly to begin to discuss how to address the regional transportation, utility, and environmental issues.

  7. PROCESS • The FLUM Amendment is part of a long approval process • Current Application for Development Approval (ADA) for DRI • Applicant to reply to 1st sufficiency request • DRI-Development Order (DO) will be brought back at same public hearing as the Comprehensive Plan Amendments • Completion of process could take up to a year.

  8. TRANSMITTAL PURPOSES • Staff is recommending transmittal for the following reasons: • Transmittal to FDCA to initiate state and interagency review • Review of application provides applicants with need for additional data and analysis • Integrate the DRI and Comp Plan Amendment Process

PLDRB RECOMMENDATION • Presented to PLDRB on April 15 • Recommend Transmittal (7-0 vote) • PLDRB raised questions about: • Stormwater outfall • Identification of Conservation Areas • Identifying areas appropriate for development • Transportation connections internal and external • Water supply • Protection of existing wells

  10. REQUEST FOR ADDITIONAL INFORMATION • Public Facilities: • Level of Service (LOS) Analysis • Financially feasible plan • Environmental and Cultural Resources: • Additional opportunities for conservation • Improve and minimize habitat impacts • Measures to improve water quality

RECOMMENDATION • Staff and PLDRB recommend: • Transmittal of the FLUM amendment to the Florida Department of Community Affairs (FDCA) for ORC report • Schedule application for PLDRB hearing after the ORC report from FDCA • Simultaneous review of the Development Order for the Old Brick Township Development of Regional Impact (DRI) and the Comprehensive Plan Amendment.
