Single nomination of IFE LT Transmission Rights • EFET welcomes the possibility of single nomination of Transmission Rights. • This possibility should be applied in all timeframes. • Any nomination of capacity (to TSOs) should be independent from the energy market transactions (through PXs or OTC).
Intraday hybrid model • EFET strongly requests the implementation of ID continuous trading model (IDC) with a direct nomination to the TSOs as soon as possible and this is the preferred model. • Auctions in the ID market must not affect the IDC operation, namely, the allocation of the capacity in the borders and firmness of IDC transactions, and must be voluntary. • EFET also asks the Implementation Group for analyzing a possible transitory solution to move the present Iberian ID model (6 auctions, closing around H-4) closer to Real Time operation. • EFET supports a model with a voluntary Opening Auction to trade the energy linked to the Ancillary Services allocated by the TSOs before starting the IDC. • Any further auction when IDC is already working, should not interrupt the IDC, nor allocate interconnection capacity and must be voluntary.
BALIT & TERRE • BALIT has been a relevant improvement in the development of cross-border balancing mechanisms, but still with very few transactions. • EFET suggests a pilot project of a BSP-TSO model (alongside the TSO-TSO model). • TERRE project has to define the new balancing products according to the BC Network Code: • Replacement Reserve • Manual Frequency Restoration Reserve • Greater degree of stakeholder involvement needed
