PROJECTVirtual Power SystemsSession: « Developing an integrated local and regional approach to energy savings, smart grids and other innovative solutions”CoR seminar. Cagliari October 22nd, 2010Roger Léron DR R.Vezin DR
Context for Virtual Power Systems • Deployment of decentralised renewable energy sources • Intermittency aspects and network investment requirements • Market deregulation, competitive environment, presence of new players (energy providers) • Requirements for data exchange • Electricity European Directive (13 July 2009) • Implementation of smart metering systems • Communication technologies available and mature
VPS are about managing Production and Consumption • VPS (Virtual Power System) • matching generation and consumption (including storage) • optimizing usage of existing grid • new business models (tariffs, services) CONSUMPTION PRODUCTION • VPP (Virtual Power Plant) • multiple power generators (different type) • controlling effectiveness and efficiency • protection of grid (no overloads, no peaks) • VLP (Virtual Load Plant) • multiple power consumers (private, biz) • demand side management to control load • controlling and optimizing appliances
european partnership 5 Countries, 12 Partners 3 years project Project financed by the Alpine Space Interreg programme and Rhône-Alpes Region Total Budget EU : 2M€
objectives in Rhône-Alpes Key Objective • Facilitate the development of electrical RES in the region (French objective : 23% in 2020) • Increase the rational use of energy in households, public buildings and SME Detailed Objectives • Study the aggregation of RES productions (group of producers) for a better economic value and a lower impact on the network • Find the best place for future renewable energy sources on the local network in rural territories • Experiment the use of “loads management” to solve network constraints
partnership in Rhône-Alpes • Partnership between the regional energy agency, • a company controlled by municipalities (régie) • a federation of municipalities for energy management (syndicat) • And a public laboratory from Grenoble university • work on the optimisation of the networks through : • Network modelling • Simulation of load management • Simulation of RES integration
Work done with Work with the company controlled by municipalities (Régie d’Allevard) – local producer, distributor, and provider of electricity Study area : 5 communities, 5000 customers, 42 million kWh / an • Issues : • Aggregation of productions for a better economic value and services to the network • Simulation of loads management on the network for better prices for the company and the customers
Work done with Work with Federation of municipalities for energy management (Syndicat) – authority in charge of public service Study area : 3 Cantons, 55 communities Objective : Solve a network constraint and avoid reinforcement on 63kV line Issues : • Load management with energy boxes (modelling and experimentation) • Simulation of RES integration on the network
VPS – Perspectives • VPS and smart grids technologies are a key investment for an effective deployment of RES • Technologies can support a large variety of applications allowing for: • network simulation and optimisation, • demand side management programs, • new customer services (information, new tariff structures, load management,..) • Economic and social impact analysis are required to support a successful deployment of these systems • Public service of distribution and transport has to guarantee the reliability, efficiency and general interest of new services developed
