ELVA – The Vision • The ELVA vision is to help making RES heating grids a commonly used technology throughout Europe by effective know-how transfer and by contributing to the development of appropriate decision making tools as well as national and EU-wide framework conditions. ELVA – Main objectives • Conceptualise a management model of how to establish effective local value chains that can be used as blueprint for local RES heat development. • Make local policy actors aware of the opportunities created by local value chains for RES heat and educate them in how to establish public-business-citizen partnerships. • Educate energy advisors in the respective countries in a way that enables them to assess and develop projects in interested communities. • Analyse the requirements regarding legislative conditions that would support market development both on national and on EU level. ELVA – Slovenian activites (ApE) • ApE is currently investigating possible collaboration for the case study with the municipalities of Gornji Grad and Tolmin. • ApE is currently also reviewing Slovenian experience and status for RES heat development, to identify the real drivers and success/failure factors. • Implementation of the value chain model is planned for the selected municipality within the project period. • ApE will provide input to legal framework assessment • Various Slovenian stakeholders will participate in the scheduled training activities. Some observations regarding FM • Finding national co-financing for EU-funded projects can be difficult, and the FM could eventually play an important role here. • Local planning skills and engagement is crucial for successful development of RES, and the FM could support Slovenian municipalities in building up this know-how. • Slovenia has existing support structures for RES, and these could be strengthened through FM programme grants.
