Shaping a European Community Plan of Action for Seabirds Photo credit: Thomas Tolkien / CC Managing seabird bycatch in European Community waters Making sure policy makers understand costs and benefits of seabird bycatch mitigation measures The European Commission has commissioned an independent study on seabird bycatch mitigation measures. The Commission would like to know directly from the fishing industry which mitigation measures are most effective at reducing seabird bycatch, and which are the most practical to use. Step 1: Obtain a better understanding of the impacts associated with seabird bycatch on the fishing industry, and the cost of bycatch mitigation measures. In order to improve understanding and ensure the industry’s views are taken into account, our study requires your help in assessing existing mitigation measures and their effectiveness and cost. Step 2: Use feedback from industry to provide an independent assessment of the costs of seabird bycatch mitigation measures, and the feasibility of their use by the fishing industry. These recommendations will feed directly into the European Commissions' development of best practice guidelines for reducing seabird bycatch. Photo credit: RSPB • Questionnaires • As part of step 1 during October and November 2010 we will be carrying out interviews and questionnaires with fishermen asking you to tell us about your experiences with seabird bycatch and with existing mitigation measures. We will also be asking you for general information regarding your fishing operations, such as the gear you use and when and where you go fishing. We also wish to explore ideas you have for ways to better manage bycatch of seabirds. • This will ensure industry perspective is fully represented in developing a plan of action. • Working with you first-hand • We will accompany fishermen on fishing trips in order to understand first-hand how seabird bycatch impacts upon fishing operations, and to see how practical current bycatch mitigation measures are.
