  4. DLA’s Mission:Supporting the Warfighter DLA is DoD’s combat logistics support agency. Our mission is to provide best value integrated logistics solutions to America’s Armed forces and other designated customers in peace and in war, around the clock, around the world. www.dla.mil

Scope of DLA Customer Support • Fiscal Year 2012: $28 Billion in contract obligations • Supports more than 2,250 weapon systems • Employs 27,000 civilians and military employees • Provides majority of Military Services’ repair and • consumable Items • Managing 5.2 Million separate NSNs via eight supply chains • Foreign Military Sales (Supporting 115 Nations,) • Provides 100 percent of: • Fuels – Clothing and Medical Supplies • Food – Construction Material • 26 Distribution Centers worldwide • Worldwide Presence • 28 countries and 48 states (except Vermont and Iowa)

Solicitation Types Through DIBBS • Request for Quotations - Under $150,000 • Most common type - Average award is <$4,000 • Generally quoted directly on DIBBS • 40% are awarded without human intervention • Request For Proposals (RFPs) - over $150,000 • Solicitation must be manually submitted and returned to • DLA buyer by a specific time and date • Proposals may be negotiated • ** 104,000 requisitions per day / 9,000 contract actions per day via DIBBS **

  14. DLA LAND Warren What is DLA LAND Warren? BRAC 2005 Decision: • All spare parts transfer from Military Services to DLA • “As is/Where is” Philosophy…still functions like TACOM • DLA LAND Warren reports to DLA LAND & MARITIME • Parts still found on TACOM PROCNET • Very little difference to vendors except Solicitation and Award numbers changed from “W56HZV” to “SPRDL1” • DLA Warren manages app. 20,000 NSNs

BRAC Law BRAC 2005 Law was completed at end FY11, which meant: • All personnel were moved • All buildings/infrastructure were closed/built • All mission moved to appropriate agency • All commodities and services moved to appropriate agency Consumable and reparable spare parts were transferred to DLA by year-end FY2011

Doing business with DoD • Read the solicitation • Fully understand the Tech Data Package (TDP) before considering submission of an offer • Contract Specialist can help field questions during solicitation phase • Deliver on-time! If you experience production problems, keep the buying activity informed

New vendors in line for award with DLA-Warren • Buyer will request Delivery Capability (DELCAP) of your company with local Industrial Specialist • If DELCAP recommends NO AWARD, buyer requests PRE AWARD SURVEY (PAS) from Defense Contract Mgt. Agency (DCMA) • If PAS recommends NO AWARD, Contracting Officer must submit a Certificate of Competency (CoC) referral to SBA

Reverse Auctions • Everything over $150K goes to auction • Vendor is responsible for being loaded in Procurex(I/A/W solicitation clause) • Vendor will be notified of time and duration of auction • Usually 30 minutes (more complex longer) • Even though vendor may be the low doesn’t mean they receive the award (i.e. transportation evaluation, First Article Test , etc.) https://dla.procurexinc.com

  21. Current state of Defense • $43 Billion in automatic cuts started March 1st • Furloughs of civilian employees start July 8th • Major program cutbacks or cut altogether
