3. Special Conditions • Article III Total Cost of the Action IS 2,010,134.26 EUR • EU will finance maximum of 744,974.50 Euros representing 37.06% Note! If final expenditure is more than projected total – EU still pays only 744k If final expenditure is less than projected total, EU will only pay 37.06% of that total

8. Location(s) • The action will take place in 13 districts in five administrative regions in Ghana (Northern, Eastern, Volta, Greater Accra, Upper West) and will cover 300 communities. • NB Rural Aid + Upper East Region

9. Objectives The overall objective of the action is to reduce poverty in Ghana through contributing to the Millennium Development Goal targets in water and sanitation

10. Specific objective: To directly increase access to safe domestic water, sanitation and hygiene promotion services in urban and rural areas of the Eastern, Volta, Greater Accra, Northern, and Upper West regions of Ghana

11. The four main activity areas • Increase access to safe domestic water, sanitation and hygiene promotion services in urban and rural areas of the Eastern, Volta, Greater Accra, Northern and Upper West regions of Ghana. • Increase the capacity of communities, District Assemblies (DAs), and Partner Organisations (POs) to be able to undertake poverty focused water, sanitation and hygiene promotion interventions and improve sector co-ordination with the ultimate aim of meeting the MDGs. • Influence water, sanitation and hygiene promotion policy actors through the documentation, dissemination and lobbying of lessons and innovations from the field. • Promote and institutionalise gender mainstreaming at all levels of programming within the target regions.

12. Concrete results Increase access to safe domestic water, sanitation and hygiene promotion services in urban and rural areas of the Eastern, Volta, Greater Accra, Northern and Upper West regions of Ghana. • At least 70,200 poor people able to access safe domestic water in target regions with 15 water systems, 30 boreholes and 108 hand dug wells constructed in rural and urban areas. • At least 61,600 poor people with access to safe, effective and appropriate sanitation, with 6,000 household latrines and 16 institutional latrines constructed. • At least 80,000 poor people practising improved hygiene behaviours through on going hygiene promotion activities and training sessions.

13. Capacity building of communities, DAs, and POstobe able to undertake poverty focused water, sanitation and hygiene promotion interventions with the ultimate aim of meeting the MDGs and towards better sector coordination. • 300 communities and relevant WATSAN structures equipped with necessary skills to plan, implement, manage and sustain development projects through various training in the technical aspects of operation and maintenance, fund-raising, fee collection, book-keeping and other management skills as well as gender awareness. • 600 community based hygiene promoters, latrine construction artisans and pump mechanics trained with the necessary skills for their roles within the communities • 22 District Assemblies and other government/sector bodies (DWST, DPCU,,NSC) trained and fully equipped with necessary skills to implement integrated projects that contribute towards the MDGs through various trainings in WATSAN mapping, planning, gender, M&E and attendance at meetings.

14. 4 Partner Organisations trained and fully equipped with skills and resources to implement integrated projects that contribute towards meeting the MDGs through various trainings in planning/coordination, gender, financial management, WATSAN mapping, advocacy etc and attendance at meetings. • WAG staff trained and fully equipped with necessary skills to be able to fully support the activities of the POs/DAs and relevant stakeholders in the implementation of integrated projects focused on poverty reduction and meeting the MDGs • Functional sector coordination mechanisms developed and operating and stakeholders’ capacity enhanced in planning, implementation and monitoring of poverty focused water, sanitation and hygiene projects.

15. Influence water, sanitation and hygiene promotion policy actors through the documentation, dissemination and lobbying of lessons and innovations from the field. • Lessons and best practises from the field from 4 partner organisations documented and disseminated. • 3 major research projects on topical issues carried out and briefing papers published and disseminated. • Development of key advocacy messages and communication of messages through national / international platforms. • Policy changes as a result of advocacy action undertaken by PO/WAG and through rooted advocacy led by the communities.

16. Promotion and institutionalisation of gender mainstreaming at all levels of programming within the target regions. • Gender issues identified at all stakeholder levels within the project, and analysis carried out. • Strategies developed for mainstreaming gender at all stakeholder levels within the project. • Partner organisations and relevant stakeholders received implementation support to mainstream gender activities into all aspects of their activities/functioning.
