  2. Three Levels of Planning and Action • Strategic • “Big Picture” • 5 or more years out (long term) • National Level • Operational • 1- 5 years out (mid-term) • Ministry or Department level • Tactical • Current year (near term) • Actual “boots on the ground” work

Strategic • “Big Picture” • HFA as a guide • Legal framework in country (laws, guidelines) • 5 or more years out (long term) • Where are we now? • What do we need to change? • How do we get there? • National Level • What laws/regulations do we need to change? • Political system makes the changes

  4. Operational • 1-4 years out • Mid-term planning • Based on National Strategic Plan • Defines “how do we get there” • Ministry or Department level • Mandates or directives derived from National Plan • Outlines who is responsible for what • Clear and concise directives to Ministries or Departments

  5. Tactical • Current Year • Plans and programs developed based on mandates developed at the Operational level • Dependent on four key factors to implement • Time • Money • People • Equipment • Actual “boots on the ground” • Real projects started/completed by real people • Measurable, quantifiable results • Local government units and/or specific sections of ministries (or other government departments)

  6. Recap A Strategic National Action Plan (SNAP) is not a stand alone document. It entails additional actions accomplished by other parts of the government (coordinated by NDMC, but executed by all government departments and sections) . Strategic (SNAP, at national level) Operational (Mandates for Ministries) Tactical (Specific projects and programs)
