Pro-Tech • A program to source on–site professional and technical services • The program will operate on a fee-for-service basis and be managed by AGO • It will be available NOAA-wide with dispersed ordering through delegation • Multiple awards will be made across five domains • The acquisition strategy will emerge in the coming months • The program will exclude developmental items, systems and products, A&E, wage grade scope, information technology, construction • Usage will be defined based on the acquisition strategy
The Nature of NOAA • A science bureau in a diverse cabinet department of 12 bureaus • 12,000 civil servants backed up by 8,000 - 12,000 other people on site • Geographic dispersion in hundreds of locations nationally and internationally. • A vital national mission of societal importance • An operating model based on line offices and cross cutting goals & programs • NOAA is the oldest scientific agency of the nation tracing its lineage to 1807: • Coast Survey: 1807 • Weather Bureau of Army Signal Corps: 1870 • Commission of Fish: 1871 • First Weather Satellite: 1960 • NOAA: 1970
Budget and Operations • A $5B budget with a $3B supply chain: • $1B financial assistance • $1B acquisition • $1B inter-agency transfers • A diverse operating model across five line offices: Weather Fisheries Ocean Research Satellites • NOAA operates its acquisition program at 1%-2% of obligated dollars, well below the Government-wide benchmark of 3%-9%
