Research Question • Assuming that corporate actors have instituted high-level CSR, • Under which conditions does industry committed to CSR demand governmental regulation/implementation • Under which conditions does the demand of CSR firms induce government to introduce higher regulation?
Assumptions • Firms have instituted demanding self-regulation of environmental and health standards • Governments at different levels show a lack of capacity with regard to implementation and enforcement of policies
Key Factors • Firm-specific variables: Size & reputation, NGO pressure yes/no, home country regulation, export to highly or lowly regulated countries, companies provide incentives to government (i.e. pooling of resources) • Sector-specific variables: market structure, weak/strong associations, exit option • Issue-area specific factors: governments face high problem pressure, few/many veto players, coalition building with NGOs/local constituencies
Questions for Discussion • When does business proactively engage with public actors to improve regulation / the provision of common goods? What counts most? • Sector and firm variables • Kind of policy issue • Public actor characteristics • Consider the state as driving actor: When does the state approach business to contribute to the provision of common goods / and under which conditions does business respond?
