I. The Silent Majority A. Due to the chaos of the 60s, Nixon appealed to the “Silent Majority” (Middle class suburbanites & southerners) 1. II. Law & Order Politics A. To restore law & order Nixon: 1. has FBI infiltrate anti-war groups, wire-tap protest organizers, liberals, and Democratic party 2. Increases penalties for drug use 3. Used IRS to harass anti-war leaders (surprise audits) 4. Used VP Spiro Agnew to harass the media, which Nixon saw as anti-war cheerleaders B. Creates an “enemies list”
III. Nixon’s New Federalism A. Wanted to decrease size of the Federal Govt (due to Great Society) by giving some Federal programs to state & local govts 1. Nixon proposes revenue sharing program – state & local govts could spend federal aid dollars however they saw fit 2. To win support of Congress, he increased money to some social programs but also “impounded” funds to other programs Discuss: What could be positive and negative about giving more power to state and local govs?
IV. Social Changes A. Nixon pushes Family Assistance Plan (FAP) to replace welfare 1. poor family of 4 gets up to $5600 a year, requires job training 2. Reps. say too much guaranteed money, Dems. say not enough B. Despite Nixon trying to compromise, Senate rejects FAP
V. Nixon’s Southern Strategy A. Nixon tries to slow integration by asking Congress to slow down mandatory bussing 1. NAACP files suit in Swan v. Mecklenburg- SupremeCourt upholds bussing of minority students into white areas B. Many southerners begin switching to Republican party
VI. Major Changes Under Nixon First men walk on the moon (1969) 2. 26th Amendment – lowers voting age to 18 3. Title IX law – creates gender equality in sports & PE A. VII. A Stagnant Economy A. US economy suffering from stagflation due to growing debt due to Vietnam and LBJ’s Great Society & rising oil prices B. Nixon’s solution: 1) take US off gold standard 2) raise taxes & cut spending (incl no tax money for USPS) 3) freeze prices & wages
