Reconciliation Stage • House and Senate HAVE to agree on the same exact bill • House negotiator is determined in the organizational stage. • The Senate conferee shares the Senate’s ideal point. • We assume a simple algorithm “split the difference if possible, otherwise recognize bargaining power” • Implication: • Best: midpoint of line connecting conferee ideal points • 2nd best: Point in Constitutionally Acceptable Set closest to the original midpoint.
