  4. The Facts • Curfew put in effect at Kalihi Valley Homes • Requires residents to be in their unit from 10 p.m. to 6 a.m. • No overnight guests • Emergency passes for family • Late night work passes available

  6. Curfew • cur·few – noun 1. an order establishing a specific time in the evening after which certain regulations apply, esp. that no civilians or other specified group of unauthorized persons may be outdoors or that places of public assembly must be closed.

  8. Legality? • Yes! • PD 603 allows it subject to certain conditions, which are: • 1) the curfew hours shall be imposed upon minors only, • 2) a local ordinance imposing a curfew shall be enacted, and • 3) it is warranted by local situations.

  9. Curfews in History • The word comes from the French word “couvrefeu” • Early use: William the Conqueror in 1068. • WWII: Sharp rise in popularity • 1995: 77% of cities with 200,000+ pop employ some sort of curfew

  10. Kalihi Valley Homes • In FAVOR of curfews • Finally a sense of “safety” • There has yet to be any acts of violence in the weeks following the curfew implementation.
