What is WIGOS? • A future observing framework for coordination and evolution of WMO observing systems and WMO contributions to co-sponsored observing systems. • A WMO priority • With WMO Information System (WIS), a WMO contribution to GEOSS. • WIGOS is not: • Replacing or taking-over existing observing systems, which will continue to be 'owned' and operated by a diverse array of organizations, programmes and, importantly, Members.

WIGOS Vision • Coordinated, comprehensive, reliable and trusted observations for WMO • Addressing, cost-effectively and sustainably, the evolving observing requirements of Members in delivering their weather, climate, water and related environmental services. • Enhanced coordination of WMO observing systems with those of partner organizations for the benefit of society. • WIGOS will build on the WWW 'role model' of integration and international collaboration.
To achieve the WIGOS Vision…. • WIGOS will implement a framework for enabling the integration, interoperability, optimized evolution and best-practice operation of • WMO observing systems, and • WMO’s contribution to co-sponsored systems. • WIGOS will use and exploit the WMO Information System (WIS) • To allow continuous and reliable access to an expanded set of environmental data and products, and associated metadata
WIGOS Framework: Key activity areas Management of WIGOS Implementation Collaboration with co-sponsors and partners To oversee, guide and coordinate WIGOS Data discovery, delivery & archival Design, planning and optimised evolution To ensure supply of and access to WIGOS observations To plan, implement and evolve WIGOS component systems Observing system operation & maintenance Capacity Development To facilitate and support the operation of WIGOS Communications and outreach Operational Information Resource Standards, interoperability & compatibility Quality Management
WIGOS Implementation status • WIGOS Framework Implementation Plan • Adopted by EC64 • Governance & oversight approved and underway • WIGOS Framework to be implemented by Cg17 in 2015 • Operation-ready by 2016 • WIGOS Project Office • Established but limited staffing and resources • P4 advertised, interim Project Manager

Objectives of ICG-WIGOS-2 • Review overall progress on WIGOS framework implementation • Achievements and challenges • Review and advise on work of Task Teams • TT-WIGOS framework Implementation Plan • Review progress on targets and update strategies • TT-WIGOS Regulatory Material • Use of regulatory material for different observing systems • Structure of regulatory material • Mechanism for integration • TT-WIGOS Metadata • Definition of core WIGOS metadata • Mechanisms to assist Members to input and update
Objectives of ICG-WIGOS-2 • Review progress in regional WIGOS plans and their preparedness for implementation • Explore and resolve challenges at regional level • Explore how RA's can assist in national WIGOS planning and preparedness • Review progress and issues of technical commissions in relation to WIGOS • Integration of WIGOS in TC work plans • Explore how technical commissions can work together in implementing WIGOS
Objectives of ICG-WIGOS-2 • Focus on communications and outreach • Consistent messages to all WIGOS stakeholders – Members, partners, TCs, RAs, programmes, secretariat…. • Ensure Members and others understand the benefits and commitment required for WIGOS • Reinforce visibility of observing system components • Review the timeline for delivery of WIGOS • Considerable progress but behind timeline of implementation by Cg-XVII (2015) • Extend timeline or qualify 'implementation'?
Our shared challenge for ICG-WIGOS-2 • Remember WIGOS is a WMO priority in its own right, and underpins the others • Especially GFCS, DRR, CD • Do we all understand what is needed to achieve implementation by Cg17? • In TC's, in RA's, in Secretariat, by Members, by partners etc • Together • How can we mobilise capability to complete the WIP?
