GOES-R Development Plan for 2008 Readiness • Set GOES-R readiness in 2008 (same readiness time frame as GOES-Q) • Do not buy the GOES-Q spacecraft unless GOES-R 2008 readiness in doubt • Decision milestone in 2005 • Buy the ITT GOES-Q instruments • To be used in case GOES-Q spacecraft option exercised • Provides warranty instruments in case of GOES N/O/P launch failure • Target both ABI &ABS for GOES-R and subsequent sats • ABI and ABS procured independently • Procured directly by NASA for each mission and provided to spacecraft vendor • Instrument builder also provides some low-level science data processing algorithms • New competitive spacecraft procurement for GOES-R Series • Mission integrator, including cmd/ctrl, INR, & science data processing ground systems

GOES-R Series Mission Development Status • Mission Requirements Under Development by NOAA/NASA Working Groups • Draft of requirements due in June to support spacecraft mission-level formulation study RFP development • Awarded 6-month Payload Accommodation Study contracts to 5 spacecraft vendors in March, 2001 • Investigate ability to host perceived GOES-R payload • How big/heavy/power hungry can ABI & ABS get before costs escalate? • What are impacts of various communications options on cost and ability to host ABI and ABS? • What is cost/risk/payload impact of 1-wing vs. 2-wing bus design? • Mid-term reviews planned for late June • Planning to issue spacecraft mission-level formulation study RFP in January, 2002 • Multiple awards for competitive 1-year studies
ABI Development Status • Competitive ABI Formulation/Implementation • Formulation • Competitive studies at 3 vendors awarded in May, 2001 • Ball, ITT, Raytheon SBRS • 18 months duration • First 6 months: Cost/Performance/Risk requirements trade studies to finalize formulation study requirements • No. channels, spatial res., keep out zones, rapid local region scanning, standard I/F, data rate, goal vs. threshold performance, etc. • Refined requirements issued to vendors • Final 12 months: Design development, risk mitigation • Implementation • Open competition for implementation contract
ABS Development Status • Competitive ABS Formulation/Implementation • Formulation • Procurement plan for ABS currently in state of flux • Relationship to NASA NMP GIFTS project developing • Draft of ABS performance specification to be released in June 2001 • Based on NOAA ABS TRD received in December, 2000 • Evaluating readiness of GIFTS technology for ABS and potential benefits to ABS • ABS formulation contracts will include trade studies to evaluate increased performance vs. cost and risk • Several science-driven requirements under review by NOAA • 3 spectral bands vs. 2 bands (GIFTS approach) • LW coverage: 650-1200 cm-1 or 685-1130 cm-1 • Absolute error in geo location: 2 km or 4 km • Targeting Fall 2001 for release of Formulation Phase RFP • Implementation • Open competition for implementation contract
