OPPORTUNITIES • Owners, Fleet Operators There are a number of provisions In the Road Traffic Act 2004, Act 683 and the Motor Vehicle Third Party Insurance Act 1958, No • Section 21 of the Road traffic Act 2004, Act 683, • Section 80 of the Road Traffic Act - Use of Vehicle in a Dangerous Condition • Section 89 - Liability of owner and other persons for breach of construction and use requirements • Permitting Use of Uninsured Vehicle

Challenges • Inability to establish Traffic Police Department • Lack of Participation in Compliance with Construction and Use Requirements • Lack of Information Flow amongst Key Stakeholders • Publicity and Information Dissemination • Lack of Data Base in Drivers • Lack of Adequate Regulatory Framework • Malpractices in Motor Vehicle Administration • Issues with Court Orders to Transfer Ownership of Vehicles

Way Forward • Introduction of penalty points in Driver License Administration • Completion of automation of the activities and process of the Authority • Introduction of Probationary Licensing System • Interface of systems amongst the Courts, Police, Authority and Insurance Companies • Establishment of the Traffic Police Department • Regular workshops should be held for personnel of Motor Transport and Traffic Unit to enable them appreciates the content of legislation and regulation so that they can implement the law to the letter.
