Video monitoring systems Description of the average fuel company activity Every company performs a complex of business processes in its activities. First of all a refueling station must be correctly organized and then skillfully operated. Operation is the area of these studies. There are three main sets of features of refueling stations: receiving, storing and distribution of product. Refueling station has its own special risks as a high threat location: - flammable liquids are accepted, stored and distributed (refueling station, petroleum storage depot); - there is a large number of highly liquid goods at a station (fuel, joint products, money – and all of these are temptation for theft) (refueling station); - refueling station - the probability of robberies at night (refueling station) as a twenty-four-hour object 2
Video monitoring systems Sources of risk All the risks associated with the operation of the company (receiving, storing and distribution of product) have their own reasons. The most effective method of dealing with the risks is their sources control. There are several options for monitoring the sources of risk: 1. Subjective monitoring (application of the subject with all its consequences in the information channel: intentional and unintentional misrepresentation); 2. Application of technical means which differ in objectivity (necessity to view large amounts of information and therefore a big labor coefficient); 3. Application of objective smart hardware that allow to reduce the time (labor coefficient) of monitoring processes up to 10 times and to reduce the risk of skipping events due to the capability to choose videos from database linked to a set of any factors (selected and classed according to certain factors) The disadvantages of options for monitoring risks (according to points): 1. Subjective channel (misrepresentation) + labor coefficient; 2. Relatively high price + labor coefficient; 3. High price of equipment 3

Video monitoring systems Economic consequences of the possible implementation of risk - There is an opinion that the cost of risk prevention is higher than the damage from risk implementation; - Very few people pursue to assess consequences and cost of possible damage; - The product of the damage probability by the damage cost is equal to risk assessment (the assessment is used by insurance companies: the higher the score, the higher the cost of insurance); - Absolutely all the consequences of risks (see table on page 4-6) are reduced to the economic consequences, i.e. they can be estimated in money; Example: The average level of theft is at least 50 liters per day. This is 1500 l/month and 12 000 UAH/month. Herewith the cost of the average smart system for a large refueling station is 100 000 USD. It follows thence the payback period is about 8 months. But since the installation of the system allows to minimize other risks and consequences, the actual payback period is much smaller. 7
Video monitoring systems Operation principle of the smart system (unlike conventional video control system) 1) Instead of a continuous video recording (used in conventional systems), the smart system operates on a concept of video-clip. The specified procedure is displayed in video system from the beginning to the end of operation (e.g. recording car traffic from arrival to departure); 2) The Video Monitoring System has a number of digital parameters that can be set. This system filters out video-clips through the whole database only those that meet the specified parameters and criteria. As a result, instead of watching a large amount of continuous flow of information, the task is reduced to watching a few short stories (3-5 minutes) selected according to certain parameters and criteria 8

Video monitoring systems Example of tracking of car refueling procedure - Established procedure consists of seven operations; - Each operation is confirmed by the electrical signal (command) from sensors, cash register, used dispenser devices etc.; - Every operation carries a set of control information which can be set and sorted (see table on page 11) 10

Video monitoring systems Potential of the Video Monitoring Smart System "InfoRmator" The basic configuration for creation of the Smart system (classic example): 1) camera records continuously the entire video stream at the entrance to the refueling station; 2) camera records continuously the entire video stream at the exit from the refueling station; 3) camera above dispenser device starts recording on a signal from motion sensor; 4) camera above operator starts recording on a signal from motion sensor + sound recording; 5) camera above tank starts recording on a signal from motion sensor; 6) camera starts recording on a signal from motion sensor in a shop at service entrances and deaf zones; 7) camera starts recording on a signal from motion sensor in a selling floor and above entrance door; 8) camera starts recording on a signal from motion sensor at service provisioning points of the refueling station (points of pumping, vacuum cleaner, exterior racks, parking, cleaning, etc.) 13
Video monitoring systems Potential of the Video Monitoring Smart System "InfoRmator" The additional features of the Video Monitoring System for creation of the Smart system (case with attached cash register): camera above dispenser device: 3.1. Additive recording function after refueling nozzle has been taken off – with the following text labels on video image: dispenser №, fuel type, ordered/current volume of fuel, type of payment by check, amount and type of discount, pair №, cashier’ surname and name, system date and time; 3.2. Pre-and post-record attached to this story (video portion is taken from basic video clip - availability of video clip on motion signal) and to the number of dispenser; 3.3. In case a module of definition of car identification numbers is added: record attached to a check (car identification number to the number of check); 3.4. If microphone is added, audio recording is carried out. 14

Video recording function is added (instead of starting recording on a signal from motion sensor) based on starting work with a cash register with indication the following text labels on video image: dispenser №, fuel type, ordered/current volume of fuel, type of payment by check, amount and type of discount, pair №, cashier’ surname and name, system date and time; 4.2. Pre-record of video and audio signal is added before starting work with a cash register (throughout the installed time before the "first contact with a cash register") 15
Video monitoring systems Simulation of monitoring situation by the Video Monitoring Smart System Example: Attempt to monitor cashing of coupons (substitute of payment form): 1) Cash register works in a single complex with video system; 2) Payment type "Payroll" is selected in Video Monitoring System when monitoring; 3) The system filter provides a set of videos with payment type "Payroll"; 4) In case of selective or full viewing of short videos, the examiner should visually identify the payment type actually applied by the client 16
