Who has settled? • Most groups at 2.475%. • Craft workers not yet agreed. • Police arbitration award of 2.5%.
Looking ahead to 2008 • Preliminary discussions with unions have started. • Claim expected before Christmas. • Regional pay briefings/consultation in new year. London briefing scheduled for 22nd January. • Three-year CSR settlement. Most authorities would favour a three-year pay settlement. • Reform of the national agreement. • Reform of national negotiating machinery.
School support staff • School Support Staff Working Group set up in late 2005. Members from DfES (now DCSF), LGE, FASNA (representing self-governing schools), Unison, GMB and Unite (T&G). • Schools Minister Jim Knight is determined that new negotiating machinery should be established for support staff. The Minister wants a pay and conditions framework that provides greater consistency across all maintained schools, but still retains appropriate local flexibility. • LGA/LGE have raised issues that require further work before any commitment can be made on behalf of local government. These are connected with the scope of the proposed new body, equal-pay considerations and affordability. • The new body may operate in shadow form early 2008 and be fully operational from 1st September 2008.
All maintained schools (community and self-governing) would be required to observe the agreements of the new body.
Equal pay • Progress has been hindered by a number of factors, including the trade unions’ reaction to the Allan judgement. • However, there has been significant progress in recent months and almost a half of authorities have now implemented.
