  4. Legal Framework • The Law of Georgia on Higher Education • Ministerial Orders on Accreditation, ECTS, Recognition, Diploma Supplement etc.

  5. Institutional Arrangement Decentralization through establishment of Agencies • Quality - NEAC • Exams - NEC • Science – GNSF; Rustaveli Foundation Granting Autonomy to HEIs

  6. Financing Model • “Money Follows Student” • 10% allocated for social grants • Student loans • Since 2009 state grants for Master’s degree students

  7. Reforms and Bologna Process • Georgia became member of Bologna process in 2005 • Bologna reforms are in line with the national priorities: e.g. one cycle system was replaced by three cycle system (BA, MA, PhD) • Curriculum reform are in line with the Tuning methodology • Credits/ECTS and the Diploma Supplement is widely used. • Work on the development of National Qualifications Framework (NQF) for HE started in 2006 and the draft is ready for final approval. • Lisbon Recognition Convention was ratified by the Parliament of Georgia in 1999 etc.

  8. Quality Assurance • National Education Accreditation Center was established in 2006 • The first Institutional accreditation was conducted in 2005 and the number of HEIs decreased from 217 to 39 • Program accreditation will start in 2011 • In 2008 Georgia became a governmental member of the European Quality Assurance Register (EQAR)

  9. Future Challenges • Further integration of higher education and research • Improving quality control system • Internationalization of higher education.
