CDBG Overview • Funding from HUD of approximately $27M last year • Looks like federal spending caps will be raised again • Hopefully similar funding or a slight increase next year • Primary Objective is to develop viable communities by providing for decent housing and a suitable living environment and expanding economic opportunities principally for persons of low- and moderate-income • Created by Title 1 of the Housing and Community Development Act of 1974
CDBG Update • Current Status - 157 open grants • 118 Regular Round • 2 Disaster • 10 NDR • 18 Commercial Façade • 7 Other • 2019 Regular Rounds announcements coming soon • Approximately 65 awards • Commercial Façade program has moved to State funding
Expectations for 2019-2020 • Will continue to be highly competitive • Reduction in applications received last year (115) • Still will fund less than 60% • Fewer applications than previous year • Fewer requests for Community Livability – Small Pop. • Fewer requests for Sewer System – Plant • TA calls for unfunded applications will be open once awards are announced • All Environmental Reviews submitted before year end

Proposed for 2020 • Application Form • Login, with start and stop capabilities • Huge upload limit (should eliminate SFTP) • Target Area Surveys • Dynamic form based on the county of the respondent • Maintain project specific forms • Combine Sewer System Plant and Collection • The new scoring created more scoring equity • Minimums for line extension applications • Take rates • Failures / Contamination
Proposed for 2020 • Split Water and Sewer System based on population • Create small and large population pools (like Community Livability) • Make small system more competitive • Cut line has not yet been determined – Thoughts? • We will continue to test different data points for future applications • Replace PER with Technical Document • Allows more flexibility in structure and required content • Will still contain a lot of the same information • Working with TDEC now on adjustments from last year
Proposed for 2020 • Ability-to-Pay (ATP) will be updated • Will update annually going forward • Match rate will be inverted to show community match percentage • Increase Maximum Grant Requests? • $600,000 for Water and Sewer • $400,000 for Community Livability
Additional Updates • New CDBG manual coming • Two years since last manual release • CDBG Compliance webinar will take place in mid-October • Application workshop take place in mid-to-late October • May hold Target Area Survey workshop/webinar • I will be taking leave again from November 1 through the end of year
