Seven Commitments • Fostering a people-centered policy framework • Good governance at the national and international levels • Building human and institutional capacities • Building productive capacities to make globalization work for LDCs • Enhancing the role of trade in development • Reducing vulnerability and protecting the environment • Mobilizing financial resources

  4. Arrangements for implementation, follow-up and monitoring • National Level • Regional Level • Global Level

  5. National Level LDCs and development partners, with the involvement ofCivil SocietyandPrivate Sector totranslate commitments into specific measureswithin national development frameworks, PRSP, CCA and UNDAF

Regional Level Implementation, follow-up, monitoring and review REGIONAL COMMISSIONS • Monitoring/review of BPOA implementation • Offer opportunities to exchange experience and seek solutions • Address needs of LDCs • Contribute to follow-up process at national and regional levels • Research and economic analysis and promotion of regional and sub-regional policy responses • Promoting linkages • Improving the quality of the international economic integration • Regional and development banks/organizations attention to LDCs and inputs to global review process

United Nations Resident Coordinator System • Help LDCs translate goals and targets of major global conferences and summits into concrete action within the context of CCA and UNDAF • Collaborate with and promote support to the national development forums • Effective follow-up to the commitments of the BPOA

UN system and multilateralorganizations Accord high priority to LDCs • Integrate BPOA in work programmes • Multi-year programming for LDCs • Sectoral appraisals by Executive bodies at regular intervals • Submit appraisals to annual global reviews • Participate fully in reviews of BPOA at national, sub-regional, regional and global levels

  11. Mainstreaming by Governing Bodies of the United Nations • Work programme and intergovernmental processes • Inform ECOSOC of their work relating to BPOA

  12. United Nations Secretariat Fully mobilize and coordinate all parts of the UN system • UNDG – consider how to improve effectiveness & efficiency on UN system-wide follow-up and monitoring of BPOA • Focal Points of UN organizations be functional and supported to undertake reviews and follow-up

General AssemblyReflect BPOA in reviews of major global conferences and Millennium Declaration • Monitor implementation under specific agenda item • Substantive preparations for, as well as review and monitoring of, the implementation of BPOA should be carried out by relevant bodies of UN system • Strengthening of coordination of UN system in ECOSOC annual reviews • Comprehensive Review (Midterm Review) of BPOA at the 61st Session of the UNGA in 2006

Roadmap for the Comprehensive Review (I) • Decision to undertake the comprehensive review of the implementation of the Programme of Action at the 59th session of the General Assembly (2004) • Modalities for the comprehensive review at 60th session of the General Assembly (2005) • National, regional and sub-regional levels. Sectoral reviews. Ministerial meeting of the LDC Group of countries (2005-2006)

  15. Roadmap for the Comprehensive Review (II) • Annual review of the implementation of the Programme by ECOSOC, 2006 • Comprehensive review of the Programme in 2006 at the 61st session of the General Assembly • Follow-up to the comprehensive review of the Programme, 2007

  16. Expectations From Consultations • UN RCs to support LDCs prepare national reports and make available to Regional Commissions and UN-OHRLLS by December 2005 (UN RCs already requested by UNDP Administrator and High Representative jointly) • Regional Commissions to organize regional reviews and submit outcomes by February 2006 (already informed and requested by High Representative)

Expectations (cont’d) • Prepare review of activities and progress made for 2001-2006 by UN system and other international organizations in the BPOA, • Indicate constraints and problems encountered in implementation of BPOA • Recommendations for the way forward • Propose publications, events, discussions, etc. for the comprehensive review
