ERCOT Clarification for PCRR Allocation Terms and Conditions Should this sentence be included under Refund option [Section 7.4.2(c)(i)] Before the applicable CRR Auctions, the NOIE must nominate the months (designating CRR amounts as defined by the criteria specified in Section 7.3(6)) for which it will use its PCRRs (i.e.., the NOIE may shape the PCRRs representing 40% of the capacity for each Resources). When selecting the Refund option, can blocks be specified?
CRR Auction Settlements • Section 7.5.6 When the term CRR is used in this Section does it refer to just CRRs or does it refer to both CRRs and PCRRs?
CRR Delinquent Payments • Under Section 7, it does not address the issue of delinquent payments of CRR Auction Invoices. • Is it the intention of the Market to charge CRR Account Holders an interest charge for late payments?
Timely Payments of PCRR Invoices • Under ERCOT Protocols Section 7.5.3.2.2(5),it states that “Any unpaid PCRs that remain outstanding after five (5) days after the issuance of an invoice will be included in the monthly auction.” • Should this sentence or a similar one be included in the ERCOT Nodal Protocols?
Refusal of PCRRs • Following the annual CRR/PCRR Auction, can a Municipally Owned Utilities (MOUs) and Electric Cooperatives who sought PCRRs refuse their allocated PCRRs?
Self-imposed Credit Limit for PCRRs • Can Municipally Owned Utilities (MOUs) and Electric Cooperatives, who submit nominations for PCRRs and do not have to submit bids for them, submit a self-imposed credit limit for PCRRs?
CRR Account Holder Requirement • Is there any notice in the ERCOT Nodal Protocols which prevents a party from participating in a CRR Auction other than Section 16.8, Registration and Qualification of Congestion Revenue Rights Account Holders? • Can a Transmission and/or Distribution Service Provider (TDSP) qualify?
