The November Revolution • In November of 1917, Lenin started to further the revolution. • After the government sent more unsuccessful troops into Germany, troops mutinied and workers overthrew the government. • The Bolsheviks took control of Moscow, made it their capital, and set up a socialist country.
Under Siege • Lenin quickly made peace with Germany by signing the Treaty of Brest-Litovsk, giving up a large amount of land and a third of its population. • Civil war then began between the new Red Army and the Whites and lasted for three years. • Whites were loyal to the czar and against revolution.
Under Siege (cont.) • The Allies also sent troops to help the Whites, wanting Russia to continue the war on Germany. • The Communists adopted a policy of “war communism” taking the banks, mines, factories, and railroads for the government. • Eventually, the Communists beat the counterrevolutionaries, but the country was still in chaos.
Lenin Builds a Communist State • The constitution of Russia was written by the Communists in 1922, trying to feel both democratic and socialist. • They then set up an elected legislature, called the Supreme Soviet, and allowed all citizens over 18 to vote. • In reality, the Communist Party ruled the country, not the people. It used the army and secret police as enforcers.
Lenin Builds a Communist State (cont.) • In 1921, Lenin dropped his policy of “war communism” and adopted the New Economic Policy, or NEP. • This allowed small businesses to open, and the government took less grain from the peasants. • This allowed the country’s economy to recover, but Lenin only saw this as a temporary break from “pure” communism.
