  10. Purpose and Need With the existing roadway network, heavy truck traffic and automobile traffic traveling through historic downtown Quincy adversely impact the town center. This PD&E study evaluated options south of downtown Quincy to: (1) Re-route truck traffic from the downtown square (2) Increase evacuation route options (3) Enhance mobility for economic growth
