Gainful Employment (GE) GE provisions apply to all programs intended to prepare students for gainful employment in a recognized occupation • All programs of study offered by for-profit schools, except certain bachelor’s degree liberal arts programs • All non-degree programs offered by all other schools • Some teacher certification programs
Disclosure Requirements Effective July 1, 2011, the school must disclose all of the following information to prospective students for each of its GE programs: 1) Occupations (by name and SOC code) the program prepares students to enter plus links to those occupational profiles on O*NET. §668.6(b)(1)(i)
Disclosure Requirements 2) On-time graduation (completion) rate for students who complete the program # students who completed the program within normal time ___________________________________________ X 100 # students who completed the program during most recently completed award year §668.6(b)(1)(ii) and §668.6(c)
Disclosure Requirements “Normal time” is defined in §668.41(a) as the time required to complete program requirements – typically four years for a Bachelor’s degree and two years for an Associate’s degree §668.41(a)
Disclosure Requirements 3) Tuition and fees charged to students who complete the program within the “normal time”, cost of books and supplies and, if applicable, cost of room and board • School also may include the cost of transportation and living expenses §668.6(b)(1)(iii)
Disclosure Requirements 4) Placement rate for students who complete the program • Required by State or accrediting agency to calculate placement rate at the program level - disclose that rate • Required by State or accrediting agency to calculate placement rate at institutional level -apply same calculation at program level • Use NCES methodology once published §668.6(b)(1)(iv)
Disclosure Requirements 5) Median loan debt incurred by students who complete the program. • Separately identify: • Title IV loan debt • Private education loan debt • Institutional financing plan debt owed upon program completion §668.6(b)(1)(v)
Disclosure Requirements For each GE program, this disclosure information must be: • Included in the school’s promotional materials made available to prospective students • Posted on the school’s website • Prominently posted on the homepage of the program’s website (simple and meaningful manner) §668.6(b)(2)(i)-(ii)
Disclosure Requirements • Provide a prominent link from any other webpage that contains general, admissions, or academic information about the program to the homepage of the program’s website • Display the information on the school’s website in an open format that can be retrieved, downloaded, indexed, and searched §668.6(b)(2)(ii)-(iii)

Reporting Requirements Effective October 1, 2011, the school must annually report to ED: • Information that identifies each student enrolled in a GE program during the award year, and • Information that identifies the school §668.6(a)(1)(i)(A)
Reporting Requirements • Additionally, for each student who began attendance during the award year, the school must report the program name and CIP code • And for each student who completed a program during the award year, the school must report: • Program name and CIP code, • Date student completed the program §668.6(a)(1)(i)(B)-(C)
Reporting Requirements And for completers, the school also must report: • Amount student received from private education loans and institutional financing plans, • If student matriculated to a higher-credentialed program at the school, and • If student matriculated to a higher-credentialed program at another school, if that information is available.
Reporting Requirements The school also must report to ED – by program name and CIP code: • Total number of students enrolled in the program at the end of the award year • Information identifying those students §668.6(a)(1)(ii) 668.6(a)(3)(ii)
Reporting Deadline No later than October 1, 2011, schools must report required information for award years: • 2006-2007 (if available) • 2007-2008 • 2008-2009 • 2009-2010 §668.6(a)(2)
Reporting Deadline • Federal Register notice dated August 2, 2011 • No later than November 15, 2011, schools must report required information for the 2010-2011 award year • For each subsequent year, ED will publish submission deadlines in the Federal Register
Reporting Deadline • If a school is unable to provide ED with any of the required data, it must provide to ED an explanation of the reason the data is not available • Electronic Announcement #18 (August 9, 2011) provides additional details §668.6(a)(2)(ii)
