Step 1 – Inviting Province Reps to initiate conversations at Province Meetings: July • The LDC identifies whether or not any of the at-large members whose term is expiring is eligible for re-election. Shares eligibility with Rep Council. • LDC invites province reps to lead discussions in their provinces regarding • The needs of the conference • The skills and qualifications needed by new members of the board to meet those needs • Individuals who have those skills and qualifications
Step 2 – Initial raising of needs and names: November Rep Council • The LDC identifies whether or not any of the at-large members whose term is expiring is eligible for re-election. Shares eligibility with Rep Council. • The LDC leads a discussion during which the Rep Council, drawing on the conversations that took place in their provinces, identifies • Current make-up of the Board • The needs of the conference • The skills and qualifications needed by new members of the board to meet those needs • Individuals who have those skills and qualifications
Step 3 – Work of the LDC:November-January • The LDC investigates whether those whose names are raised meet the minimal qualifications as specified in the by-laws or have other disqualifying characteristics • The LDC contacts the individuals to • Let them know they have been identified and what skills and qualifications were ascribed to them • Ask them if they are willing and able to accept the call to serve • If willing and able , ask them to complete a written statement regarding their vision and self-perception
Step 4 – Initial reduction of candidates: January - February The following is carried out if the number of potential candidates exceeds one more than twice the number of open seats. • The LDC provides to the Rep Council with a list of the needs of the conference, a list of candidates together with their written vision and self-assessment • An initial discernment is held in which each Rep Council member is allowed to submit, from the list provided, the names of as many candidates as there are open seats • Based on this information, the number of candidates is reduced to one more than twice the number of open seats thereby creating the Final List of candidates
Step 4 continued • LDC contacts the final candidates and asks them to be present for the Rep Council meeting prior to the annual NCCL Conference and Exposition.
Step 5 – Final Selection: Spring Rep Council Meeting • The LDC leads a process of presenting the final candidates, allowing them to speak to those present, and allows for conversation regarding the needs of the organization. Candidates are asked to leave and a conversation is held regarding reasons for discerning one candidate over the other. • The first open seat is filled • All Rep Council members vote for one person. • If any candidate receives a majority of votes on the first ballot, that candidate is elected • If no candidate receives a majority of votes on the first ballot then the lower half of vote getters are dropped from consideration and a second vote is held. If a candidate receives a majority of votes on the second ballot, that candidate is elected. • If no candidate receives a majority of votes on the second ballot, there is a third ballot on which the top two candidates from the second ballot are eligible. The one receiving a majority of votes is elected.
Step 5 – Final Selection: Spring Rep Council Meeting • After an open seat is filled, if (an)other open seat(s) remain, the LDC leads a discussion in which the Rep Council identifies what needs now remain and which candidates best fulfill those needs. • The next remaining open seat is filled by a voting process identical to the first. • NB, all candidates are restored to passive voice on the first ballot
